Համաշխարհային նավթային կրքերը` որքան տարօրինակ, նույնքան բնականոն զարգացում ստացան Հայաստանում: Դրանք ոտքի տակ առան ազգային դրամի փոխարժեքը: Առան ու մի լավ տրորեցին: Ավելի ճիշտ՝ տրորում են: Փոխարժեքի սրտաճմլիկ տատանումների գործընթացը դեռ չի դադարել: Սա դեռ բավական չէ' ձմեռն է սկսվել: Ձմռան գալն ինքնին տարօրինակ չէ: Տոմարի համաձայն' այն միշտ սկսվում է դեկտեմբերի մեկին, և արդեն երկրորդ ձմեռն է, որ բնակչությանը գազ է մատակարարվում 1խմ-ն' 156 դրամով: Հանրային ծառայությունները կարգավորող հանձնաժողովի որոշմամբ' 2013թ. հուլիսի 1-ից գազը թանկացավ 18 տոկոսով, իսկ էլեկտրաէներգիան՝ 27 տոկոսով: Նոր սակագների խորհրդարանական քննարկումների ժամանակ գործադիր իշխանության ու պառլամենտական մեծամասնության անդամները լրջագույն ձեռքբերում էրն ներկայացնում հետևյալ փաստը:
Պարզվում է' ռուսական «Գազպրոմի» հետ պայմանավորվածություն էր ձեռք բերվել, որ առաջիկա 5 տարում Հայաստանին մատակարարվող սակագինը փոփոխության չի ենթարկվելու: Կառավարության անդամներն ու նրանց գործընկեր պատգամավորները, հարկավ, մոռացած կլինեն իրենց ելույթները: Բայց «Խոսքից հետք չի մնում» իսպանական միջնադարյան ասացվածքը կորցրել է իր այժմեականությունը: Նոր տեխնոլոգիաներն ու համացանցն այդ հետք կոչվածն արձանագրում ու պահում են:
Օրինակ, սակագնի պաշտոնական թանկացումից առաջ ՀՀ նախագահ Սերժ Սարգսյանը, կարծեմ' ԵԿՄ համագումարում, այս թեմային անդրադառնալիս' ասաց. «Գազի գինը հինգ տարով կապվում է ռուսական ներքին գնային համակարգին, և եթե այնտեղ թանկացումներ չլինեն, իսկ դուք տեսել եք Ռուսաստանի կառավարության որոշումը, որ գները չեն թանկանալու, մենք հինգ տարի ունենալու ենք կայուն գին»: Սա նախագահն էր ասում: Իսկ նրա կուսակցական գործընկերները պնդում էին, որ բնակչությունն ու գործարարները պիտի ուրախանան:
Հատկապես՝ գործարարները, որովհետև իրենց բիզնես պլանները կազմելիս կարող են վստահ լինել՝ գազի սակագինը հինգ տարի կայուն է լինելու: Կայուն ու անհողդողդ: Բայց ո՞ւմ մտքով կանցներ, որ մեկուկես տարի հետո տարօրինակ իրավիճակում ենք հայտնվելու: Ո՞վ կենթադրեր, որ էներգակիրների գները գահավիժելու են: Որևէ մեկը կարո՞ղ էր կանխատեսել, որ ՌԴ նախագահն այս շաբաթ կգնա Թուրքիա: Ոչ միայն կգնա, այլև սիրով ընդառաջ կգնա թուրքական իշխանության խնդրանքին ու գազի մատակարարման գինը կհամաձայնի նվազեցնել վեց տոկոսով:
Բառացիորեն հաջորդ օրը Թուրքիայի վարչապետը հայտարարեց, որ վեց տոկոսը բավարար զիջում չի համարում, ու հասկանալի դարձավ, որ սակագնային նվազումները դեռ կարող են շարունակվել: Մինչդեռ Թուրքիան Մաքսային միության անդամ չէ: Այս երկիրը պարզապես փորձում է օգտվել Ռուսաստանի տնտեսական առկա վիճակից: Փոխարենը' պարզ չէ, թե սակագնային ի՞նչ սպասումներ ունենանք մենք: Մենք, որ արդեն Մաքսային միության անդամ ենք: Մի կողմից' առկա է առաջիկա երեք ու կես տարում սակագինը կայուն պահելու խոստում: Պայմանագրով արձանագրված խոստում: Մյուս կողմից' էներգակիրներն ամբողջ աշխարհում էժանանալու են, իսկ մեր պարագային «կայուն» են մնալու: Կայուն ու թանկ:
