«Փաստ» օրաթերթը գրում է

Ինչպե՞ս կասեցնել Արցախն Ադրբեջանին բռնակցելու, թշնամուն հանձնելու ծրագրերը։ Ի՞նչ քայլեր կարելի է առաջարկել հասարակությանը։ «Փաստ» թերթի տեղեկություններով, «Համախմբում» շարժման մասնակիցների երկարատև քննարկումներն այս հարցի շուրջ հանգեցրել են «Ազատ Արցախ - Հայաքվե» քաղաքացիական օրենսդրական նախաձեռնության առաջացմանը, որի կայացման շուրջ նախօրեին քննարկումներ են իրականացվել նախաձեռնության անդամների ու գործընկեր անհատների և կազմակերպությունների հետ։

Հանդիպման 80-ից ավելի մասնակիցներին ներկայացվել է նախաձեռնության էությունը. սա փաստացի Արցախի ինքնորոշման մերժումը քրեականացնող օրենքի նախագիծ է, որը կյանքի է կոչվելու Հայաստանի քաղաքացիների կամարտահայտության միջոցով։

Նշվել է, որ հանրաքվեն ու դրան նախորդող օրենսդրական նախաձեռնությունը սահմանադրական դաշտում այսօր հնարավոր ազդեցիկ իրավական-քաղաքական գործողություններից մեկը կարող է լինել։ Նախաձեռնող խումբն առաջարկում է օրենսդրական փոփոխության ստորագրահավաք-քվեարկություն սկսել, որով ծանր պատիժ է նախատեսվում Արցախն Ադրբեջանի մաս ճանաչող և Հայոց ցեղասպանության նշանակությունը նսեմացնող գործողությունների համար։

«Փաստի» տեղեկություններով, նախաձեռնության նախապատրաստական լայնածավալ փուլից հետո նախաձեռնող խումբը դիմելու է ԿԸՀ, որից հետո էլ սահմանվելու է 60-օրյա ժամկետ քվեարկություն-ստորագրահավաքը կազմակերպելու համար։ 50 հազար ստորագրությունը թույլ կտա ներկայացնել օրենսդրական նախաձեռնությունը ՀՀ ԱԺ։
