«Փաստ» օրաթերթը գրում է

ԿԳՄՍ-ն առաջարկում է փոփոխություն կատարել կառավարության 2023 թ.-ի փետրվարի 9-ի N 181-Ն որոշման մեջ: ՀՀ ուսումնական հաստատություններն անցնում են կառավարման նոր մոդելի, այս համատեքստում տնօրենի պաշտոնի հավակնորդը պետք է կազմի հաստատության զարգացման ծրագիրը, ինչից պարզ է դառնալու, թե որքանով է նա պատկերացնում հաստատության զարգացման հեռանկարը, ինչպես է իրականացնելու այն քայլերը, որոնք միտված են լինելու հաստատությունում կրթության որակի բարձրացմանը, նոր չափորոշիչով կրթություն կազմակերպելուն: Տնօրենի թեկնածուների հետ հարցազրույցն իրականացնելու է Կրթության կառավարման պետական լիազոր մարմինը:

Նախարարությունն ասում է, որ գործող կարգում առկա է բողոքարկման վերաբերյալ կարգավորում, որն արտացոլված չէ որոշման վերնագրում, բացի դա, առկա է նաև ժամկետի հետ կապված խնդիր, որն ի հայտ է եկել գործընթացը մեկնարկելու ժամանակ: Սա հաշվի առնելով, անհրաժեշտություն է առաջացել նաև նկարագրելու հարցազրույցի ընթացակարգը: Այսպիսով՝ հաշվի առնելով առաջացած մի շարք խնդիրները, տնօրենի ընտրության մրցույթի կարգում կկատարվեն մի շարք փոփոխություններ, օրինակ՝ հարցազրույցի կազմակերպման և անցկացման համար ժամկետ կսահմանվի 10 աշխատանքային օրը՝ նախկին 3-ի փոխարեն, մրցույթի անցկացման կարգի և հավելվածի վերնագրերում բացակայում էր «բողոքարկում» բառը, որը կլրացվի։

ԿԳՄՍ-ն ընդգծում է, որ Լիազոր մարմինն արձանագրել է մի իրավիճակ, որ ոչ միայն փորձառություն չունեցող, այլև հաստատության ղեկավարման տևական փորձ ունեցող հավակնորդների զարգացման ծրագրերի զգալի մասը հեռու է կրթության ոլորտում պետական քաղաքականության այն սկզբունքներից և նպատակներից, որոնք պետք է դառնան կազմակերպության զարգացման ու առաջընթացի հիմքը:Նույնիսկ այն փաստը, որ զարգացման ծրագրի կատարողականը հետագայում դառնալու է տնօրենի ատեստավորման, հետևաբար պաշտոնավարման շարունակականությունն ապահովող փաստաթուղթը, այնուամենայնիվ, դրանք կազմվում են անփութորեն, մակերեսորեն՝ առանց վերլուծական բաղադրիչների, երբեմն առանց հստակ նկարագրելու նպատակը և գործողությունները:

Հարցազրույցի արդյունքում ընտրված թեկնածուին տնօրեն կնշանակի լիազոր մարմնի ղեկավարը: Հիմք են հանդիսանալու նաև զարգացման ծրագրի գնահատականները: Հավասար արդյունքների պարագայում հնարավոր կլինի ուշադրություն դարձնել զարգացման ծրագրի շեշտադրումներին ու գնահատականներին:
