«Փաստ» օրաթերթը գրում է

ԿԳՄՍՆ-ն առաջարկում է ատեստավորել գիտական կադրերին: Ներկայացված նախագծի նպատակն է գնահատել գիտաշխատողի մասնագիտական պատրաստվածության աստիճանը և նրա կողմից ստացված գիտական արդյունքները, ինչպես նաև պարզել գիտաշխատողի մասնագիտական որակի համապատասխանությունը իր զբաղեցրած պաշտոնին: Ըստ նախարարության՝ անհրաժեշտություն է առաջացել հաստատել գիտական աշխատողների արդյունավետության նվազագույն նոր պայմանները՝ ըստ տարակարգերի, որոնք հիմք են դառնալու 2024 թ.-ին համապետական ատեստավորման անցկացման համար:

Դա էլ հիմք է հանդիսանալու արդյունավետության բարձր պահանջներին համապատասխանող գիտաշխատողների տարակարգման և, ըստ գիտաշխատողների պաշտոնների անվանացանկի, գիտական կազմակերպություններին հատկացվող ֆինանսավորման վերանայման համար: Առաջարկվում են ՀՀ գիտական պետական կազմակերպություններում գիտաշխատողների ատեստավորման գնահատման նոր նվազագույն չափանիշներ, որոնք պայմանավորված են գիտական և գիտատեխնիկական գործունեության ժամանակակից մեթոդների ներդրմամբ: Այդ չափանիշներն այն քանակական և որակական նվազագույն պահանջներն են, որոնք ներկայացվում են տվյալ տարակարգը հայցող գիտաշխատողներին:

Որակավորման գնահատման չափանիշները սահմանելիս հաշվի են առնվում նաև գիտական պետական կազմակերպությունում գիտաշխատողների տարակարգի համար սահմանվող հավելյալ պաշտոնեական պարտականությունները: Որպես նոր չափանիշ գիտաշխատողների, գիտական խմբի ղեկավարի և գիտական ստորաբաժանման ղեկավարի տարակարգերի համար պահանջվում է նաև միջազգային գիտատեղեկատվական շտեմարաններում հրատարակված գիտական աշխատությունների առկայություն, իսկ առաջատար և գլխավոր գիտաշխատողները պետք է նաև 50 000 և 100 000 ԱՄՆ դոլար կամ դրան համարժեք ընդհանուր ֆինանսական ծավալի՝ ՀՀ կամ միջազգային գիտահետազոտական կամ փորձակոնստրուկտորական ծրագրերի ղեկավար կամ համաղեկավար լինեն:

Առաջատար և գլխավոր գիտաշխատողները պետք է գործնական կապեր հաստատեն և համագործակցեն ոլորտի միջազգային գործընկերների հետ, միջազգային ճանաչում ունեցող փորձագետ հանդիսանան: Ներկայացված են այլ պահանջներ ևս:
