Հարավային Կովկասում վերջին շրջանում գտնվում է մի կատաղի փուլում։ Լարվածությունը չի մարել նույնիսկ 2020 թվականի խաղաղության գործարքից հետո։ Որո՞նք են շարունակական մարտական գործողությունների պատճառները։

«Եվրոնյուզ» հեռուստաընկերությանը տված հարցազրույցում ՀՀ վարչապետ Նիկոլ Փաշինյանը խոսել է պատճառների մասին։

«Նախ պիտի ասեմ, որ այնուամենայնիվ, 2020 թվականի նոյեմբերի 9-ին ստորագրված փաստաթուղթը խաղաղության պայմանագիր կամ, ինչպես Դուք անվանեցիք, խաղաղության գործարք չէ իր իրավական կողմով: Բայց ոչ այնքան դե յուրե, որքան դե ֆակտո նրա մի շարք դրույթներ կոպտորեն խախտված են, որովհետև, այո, ես Ձեզ հետ համաձայն եմ, որ դա կարող է լինել և է խաղաղության ապագա ճարտարապետության վերաբերյալ որոշակի պատկերացում:

Ցավոք, օրինակ, շատ դրույթներ պարբերաբար խախտվում են Ադրբեջանի կողմից և խախտված են: Դուք Ձեր հարցը նշեցիք՝ խոսելով Լեռնային Ղարաբաղի մասին, և դա հասկանալի է բոլորին: Բայց, օրինակ, Ադրբեջանը շարունակում է պնդել, որ Լեռնային Ղարաբաղ չկա՝ չնայած նոյեմբերի 9-ի եռակողմ հայտարարության մեջ սահմանված է «Լեռնային Ղարաբաղ» սուբյեկտի գոյությունը, և Ադրբեջանի նախագահն էլ ստորագրել է այդ հայտարարության ներքո:

Ավելին՝ նշվում է, որ Լեռնային Ղարաբաղում կա շփման գիծ, և Լեռնային Ղարաբաղն ունի տարածք, որը սահմանված է եռակողմ հայտարարության 7-րդ կետով: Ավելին՝ նույն հայտարարության 7-րդ կետով սահմանված է, որ փախստականները և ներքին տեղահանված անձինք վերադառնում են Լեռնային Ղարաբաղի տարածք և հարակից շրջաններ ՄԱԿ-ի Փախստականների հարցերով բարձր հանձնակատարի գրասենյակի հովանու ներքո:

Ադրբեջանը, ցավոք, մինչև օրս այդ պարտավորությունը և այդ իրավունքը չի ապահովել: Ավելին՝ պատերազմի ընթացքում հայաթափված մի շարք գյուղերում իրականացնում են շինարարական աշխատանքներ, և Ադրբեջանը հայտարարում է, որ այդ տարածքները վերաբնակեցնելու է ադրբեջանցիներով:

Էլ չեմ ասում, որ ի հեճուկս եռակողմ հայտարարության 8-րդ կետի՝ մինչև հիմա վերադարձված չեն գերիները, պատանդները, այլ պահվող անձինք. Հայաստանի Հանրապետությունից, հայկական կողմից մինչ այժմ, մինչև վերջերս 33 գերի կար, վերջերս էլ 2 հոգի առևանգվեցին»:
