«Փաստ» օրաթերթը գրում է.

ԿԳՄՍՆ-ն առաջարկում է անվանական թոշակներ սահմանել մշակույթի ոլորտի միջազգային հեղինակավոր փառատոններում և մրցանակաբաշխություններում մրցանակի արժանացած մշակույթի գործիչների համար: Նախարարության կարծիքով, որոշման անհրաժեշտությունը պայմանավորված է մշակույթի գործիչների համար խրախուսման համակարգերի ներդրման, ինքնազբաղ արվեստագետների համար բարենպաստ ստեղծագործական միջավայրի ձևավորման հանգամանքով, բացի դա, այս կերպ կխթանվեն ժամանակակից և ստեղծարար ոլորտի զարգացման, ազգային ավանդական մշակույթի պահպանության և հանրահռչակման, արտերկում հայ մշակույթի դիրքավորման հարցերը: Անվանական թոշակ կտրամադրվի ՀՀ քաղաքացի հանդիսացող մշակույթի ոլորտի այն գործիչներին, որոնք որպես Հայաստանի ներկայացուցիչ մասնակցել են միջազգային հեղինակավոր փառատոնների ու մրցանակաբաշխությունների և արժանացել են մրցանակի:

Անվանական թոշակի վճարումն իրականացվելու է ամսական պարբերականությամբ մեկ տարի ժամկետով, ընդ որում՝ միևնույն անձը մեկից ավելի արդյունք ունենալու դեպքում վճարվելու է դրանցից յուրաքանչյուրի համար։ Խմբային արդյունքի դեպքում անվանական թոշակը բաշխվելու է խմբի անդամների միջև հավասարաչափ, իսկ իրավաբանական անձի դեպքում՝ հատկացվելու է տվյալ իրավաբանական անձին, որի գործադիր մարմնի որոշմամբ իրականացվելու է անվանական թոշակի բաշխումը։ Ակնկալվում է, որ տարեկան կտրվածքով անվանական թոշակ կստանա մշակույթի 7 գործիչ: Կառավարության որոշմամբ կհաստատվի հեղինակավոր փառատոնների և մրցանակաբաշխությունների ցանկը, իսկ թոշակի հատկացումը կիրականացվի ԿԳՄՍ նախարարի հրամանով:

Հաստատված կարգով կանոնակարգվում են անվանական թոշակի դիմելու ժամկետները, ներկայացվող փաստաթղթերի ցանկը: Անվանական թոշակի թեկնածուների հաշվառման, փաստաթղթերի հավաքման և անվանական թոշակի թեկնածուների հետագա առաջադրման նպատակով նախարարի կողմից ստեղծվելու է հանձնաժողով, որի կազմը ձևավորվելու է նախարարության երեք, մշակույթի ոլորտի ստեղծագործական միությունների մեկական ներկայացուցիչներից: Հանձնաժողովն աշխատանքները կազմակերպելու է եռամսյակային պարբերականությամբ և, քննարկելով նախարարություն դիմած անվանական թոշակի թեկնածուների հայտադիմումները, առաջարկություններ է ներկայացնելու նախարարին:
