«Փաստ» օրաթերթը գրում է.

Մի քանի շաբաթ շարունակ շրջանառվում է այն թեման, որ Ադրբեջանը պատրաստվում է Հայաստանի դեմ նոր ագրեսիա սկսել։ Դրա մասին է վկայում Արցախի հայաթափումից հետո Թուրքիայի և Ադրբեջանի՝ այսպես կոչված՝ «Զանգեզուրի միջանցքի» բացման մասին առանձնահատուկ հռետորաբանությունը։ Պատահական չէ, որ Լեմկինի անվան ցեղասպանության կանխարգելման ինստիտուտը օրերս հանդես եկավ ահազանգող հայտարարությամբ։

Ըստ ինստիտուտի, առաջիկա օրերին և շաբաթներին Հայաստանի դեմ ադրբեջանական ագրեսիայի բարձր հավանականություն կա, քանի որ Ադրբեջանը հավակնություններ ունի Սյունիքի մարզի հանդեպ։ Դրան հետևեց նաև ԱՄՆ Պետքարտուղարության բավական կոշտ արձագանքը, որ Հայաստանի ինքնիշխանության և տարածքային ամբողջականության ցանկացած խախտում կբերի լուրջ հետևանքների։ Ի դեպ, այստեղ նկատի ունենանք, որ Արցախյան պատերազմից հետո Ադրբեջանը հաջողացրեց մի քանի ուղղություններով Հայաստանի ինքնիշխան տարածք ներխուժել, բայց այդպես էլ ԱՄՆ-ից նման կոշտ արձագանք չհնչեց։ Եթե ԱՄՆ Պետքարտուղարության կողմից հասցեական գնահատականներ հնչեին, ու դրանց հետևեր պատժամիջոցների սպառնալիքը, միգուցե Ադրբեջանը ստիպված լիներ զորքերը դուրս բերել Հայաստանի տարածքից։

Բացառված չէ նաև, որ այսպիսի արձագանքով Վաշինգտոնը հատուկ ուղերձ է փոխանցում Բաքվին։ Արևմուտքը ներգրավված է հայ-ադրբեջանական հարաբերությունների կարգավորման գործընթացում, իսկ արևմտյան տեսակետի համաձայն՝ հարաբերությունների կարգավորումը պետք է ճանապարհ հարթի տարածաշրջանից Ռուսաստանի դուրս գալու համար։ Իսկ այս պայմաններում Ալիևը նախ՝ հրաժարվում է Ֆրանսիայի ու Գերմանիայի միջնորդությամբ Գրանադայի հանդիպումից, ապա տապալում է նաև ԵՄ-ի միջնորդությամբ Բրյուսելում նախատեսվող եռակողմ հանդիպումը։ Իր նավթն ու գազը Եվրոպայում վաճառելով հանդերձ՝ Ադրբեջանը շատ սերտորեն համագործակցում է Ռուսաստանի հետ։ Ավելին, կա տեսակետ, որ Բաքուն ոչ միայն օգնում է Ռուսաստանին շրջանցել պատժամիջոցները, և ռուսական նավթն ու գազը ադրբեջանականի անվան տակ հայտնվում են եվրոպական երկրներում, քանի որ ոչ ոք չի կարող ստուգել էներգակիրների ծագումը, այլև բանակցային գործընթացը նորից քաշում է դեպի ռուսական դաշտ։

Այսինքն, ըստ շատ փորձագետների, Ալիևը, հրաժարվելով բանակցությունների արևմտյան հարթակներից, պայմաններ է ստեղծում ռուսական միջնորդական ջանքերի առաջխաղացման համար։ Թերևս դրանով է պայմանավորված, որ Վաշինգտոնը ստիպված է «դեղին քարտ» ցույց տալ Բաքվին։ Բայց մյուս կողմից՝ ԱՄՆ Պետքարտուղարության կողմից հնչող կոշտ արձագանքը դեռևս երաշխիք չէ, որ եթե Ադրբեջանը ագրեսիա սկսի Հայաստանի դեմ, ապա ԱՄՆ-ը համապատասխան գործողությունների կդիմի Ադրբեջանին սանձելու համար։ Նկատի ունենանք, որ նմանատիպ հայտարարություններ ԱՄՆ Պետքարտուղարությունից նախկինում ևս հնչել են, սակայն Արցախի հետ կապված։ Օրինակ՝ Արցախի վրա հարձակումից օրեր առաջ ԱՄՆ Պետքարտուղարության Եվրոպայի և Եվրասիայի հարցերով պետքարտուղարի տեղակալի պաշտոնակատար Յուրի Քիմը հայտարարում էր, որ Լաչինի միջանցքը պետք է անհապաղ բացվի հենց հիմա՝ ընդգծելով, որ ԱՄՆ-ը չի հանդուրժի որևէ ռազմական գործողություն, որևէ հարձակում Լեռնային Ղարաբաղի ժողովրդի վրա։

Ու երբ ամիսներ շարունակ շրջափակման մեջ գտնվող արցախցիների դեմ Ադրբեջանը հարձակում սկսեց՝ իրագործելով պատերազմական հանցագործություններ, Բաքվի գործողություններին կոնկրետ որակում տալու փոխարեն ԱՄՆ ներկայիս վարչակազմը Հայաստան ուղարկեց ԱՄՆ Միջազգային զարգացման գործակալության (USAID) տնօրեն Սամանտա Փաուերին։ Նա ընդամենը հումանիտար օգնություն խոստացավ Հայաստան տեղափոխված արցախցիներին՝ միևնույն ժամանակ նկատելով, թե չի կարող ասել, թե ինչ հետևանքներ կլինեն, եթե խախտվի ՀՀ ինքնիշխանությունը։ Այնուամենայնիվ, փաստը մնում է փաստ, որ զգուշացում գոնե հնչել է, ինչը կարող է հետաքրքիր լինել նաև իսրայելա-պաղեստինյան հակամարտության, ինչպես նաև ուկրաինական «ճակատի» նկատմամբ Արևմուտքի հետաքրքրության մարման կոնտեքստում: Մնում է՝ մենք կարողանանք ճկունություն ցուցաբերել՝ աշխատելով բոլոր շահագրգիռ կողմերի հետ, միաժամանակ, այսպես ասած, «ոտքի» տակ չընկնելով...
