«Քաղաքացիական պայմանագիր» կուսակցությունն ամեն գնով ցանկանում է իշխանազավթում իրականացնել Ալավերդի քաղաքում։ ՏԻՄ ընտրություններից հետ ՔՊ-ն և «Ապրելու երկիր» կուսակցությունը հավասար՝ 10-ական մանդատ էին ստացել, իսկ Հայ ազգային կոնգրեսն իր մեկ մանդատով նախընտրեց համագործակցել «Ապրելու երկրի» հետ։

Մեկ տարուց ավելի «Քաղպայմանագիրն» ամեն ինչ արել է՝ խոչընդոտելու Ալավերդու իշխանության գործունեությունը, իմպիչմենթ հայտարարելու Ալավերդու համայնքապետ, «Ապրելու երկիր» կուսակցության անդամ Արկադի Թամազյանին։

Օրեր առաջ ՔՊ-ն ինքնաբացարկի դիմում է պարտադրել «Քաղպայմանագիր» խմբակցության մի անդամի, որը դեմ էր Արկադի Թամազյանի հրաժարականին։ Ըստ ԶԼՄ-ների, ինքնաբացարկը պարտադրել էին տարբեր ճնշումների, ընդհուպ սպառնալիքների միջոցով, իսկ այդ գործում առաջին «ջութակը» եղել է Ալավերդու քաղաքապետի ՔՊ-ական թեկնածու, ներկայումս պատգամավոր Արեն Մկրտչյանի մայրը։ ՔՊ-ին հաջողվել է իր կողմը գրավել նաև ավագանու անդամներից մեկին և իմպիչմենթ հայտարարել տեխնիկայի գործ է։ Մյուս կողմից իշխանական ուժը մտավախություն ունի, որ կարող են խնդիրներ ծագել, «Ապրելու երկիրն» այս ընթացքում բավական լավ է աշխատել, և մեծ վարկանիշ ունի։

Սեպտեմբերից մինչ օրս ավագանու նիստեր անցկացնել չի հաջողվել, ևս երեք ամիս, և ավագանին օրենքի ուժով կլուծարվի, նոր ընտրություններ կնշանակվեն։ Այդ դեպքում էլ ՔՊ հաղթանակն ամենևին երաշխավորված չէ, Ալավերդիում սիրում և գնահատում են իրենց գործող քաղաքապետին և նրա թիմին, «Ապրելու երկիրը» կարող է ձևական մեղմիկ դիմադրելուց հետո համաձայնվել արտահերթ ընտրություններին, ինչից հետո ավելի վստահ հաղթանակ տանել «Քաղպամանագրի» նկատմամբ։
