ԱՄՆ-ի պետդեպարտամենտը հրապարակել է մարդու իրավունքների տարեկան զեկույցը, որտեղ արձանագրված է Ադրբեջանի ռազմական գործողության հետևանքով 2023-ի աշնանը Լեռնային Ղարաբաղից ավելի քան 100 հազար հայերի տեղահանման փաստը։

Նշված է, որ դա հաջորդել է 2022-ի դեկտեմբերից մինչև հաջորդ տարվա սեպտեմբերը Լաչինի միջանցքի փակմանը, երբ միայն միջազգային հումանիտար օգնություն էր թույլատրվում։ Հաղորդվում էր Լեռնային Ղարաբաղից միայն դուրս գալու՝ միակողմանի երթևեկության մասին։

Տարվա ընթացքում ադրբեջանական ուժերը հարվածել են Հայաստանի ներսում որոշակի ենթակառուցվածքների, մասնավորապես Արարատի մարզի Երասխ գյուղի մոտ կառուցող մետալուրգիական գործարանի շինհրապարակին, որի հետևանքով երկու քաղաքացիական անձ է վիրավորվել, ասված է հաղորդման մեջ։

Ներհայաստանյան խնդիրներին ևս անդրադարձ կա. զեկույցը նշում է, որ Հայաստանի կառավարությունն ամրապնդել է կոռուպցիայի դեմ պայքարի իր ինստիտուցիոնալ շրջանակը՝ կիրառելով նոր հակակոռուպցիոն ռազմավարությունը մի շարք ուղղություններով։

Բազմաթիվ ոչ կառավարական կազմակերպություններ, ըստ Պետդեպի, հաղորդել են անազատության մեջ գտնվող անձանց նկատմամբ իրավապահների կողմից բռնության կամ խոշտանգումների դեպքերի զգալի աճի մասին և պնդում են, որ նման վարքագիծը դառնում է համակարգային և հաճախ մնում է անպատիժ:

Զեկույցը հավելում է, ու մարդու իրավունքների լուրջ խնդիրները ներառում են հավաստի հաղորդագրություններ խոշտանգումների կամ դաժան անմարդկային, կամ արժանապատվությանը նվաստացնելու, պատիժներ կառավարության կողմից, կամայական ձերբակալություն կամ կալանավորում, լուրջ խնդիրներ համակարգի անկախության հետ կապված, կամայական կամ անօրինական միջամտություն անձնական կյանքին, հանցագործություններ, որ ներառում են բռնություն կամ բռնության կոչեր միասեռականների դեմ և մանկական աշխատանքի ամենավատ տեսակների առկայություն։

Պետդեպարտամենտի տարեկան զեկույցում նշված է, որ կառավարությունը միայն սահմանափակ  քայլեր է կատարել նախկին կամ գործող պետական պաշտոնյաների և իրավապահների կողմից մարդու իրավունքների ենթադրյալ խախտումները հետաքննելու և պատժելու համար։ Ինչպես նաև ասվում է, որ հաղորդագրություններ չկան 2020 թվականի ռազմական գործողությունների ընթացքում Հայաստանի զինված ուժերի կամ անհատների կողմից կատարված ենթադրյալ չարաշահումների վերաբերյալ կառավարության հետաքննության ընթացքի որևէ առաջընթացի մասին։
