«Փաստ» օրաթերթը գրում է.

Արդարադատության նախարարությունն առաջարկում է փոփոխություններ կատարել «Կոռուպցիայի կանխարգելման հանձնաժողովի մասին» և «Տեղական ինքնակառավարման մասին» օրենքներում: Մասնավորաբար, առաջարկվում է Կոռուպցիայի կանխարգելման հանձնաժողովին վերապահել հանրային իշխանության մարմիններում, պետության կողմից հիմնադրված հիմնադրամներում, 50 և ավելի տոկոս ՀՀ և համայնքի մասնակցությամբ առևտրային կազմակերպություններում, 50 և ավելի տոկոս պետական և (կամ) համայնքային մասնակցությամբ ընկերություններում կոռուպցիոն ռիսկերի գնահատման և կառավարման գործիքակազմի միասնականության ապահովման, մշակված հակակոռուպցիոն միջոցառումների, ներառյալ՝ բարեվարքության ծրագրերի կատարման նկատմամբ մոնիթորինգի իրականացման և դրանց վերաբերյալ իրավասու մարմիններ առաջարկություններ ներկայացնելու գործառույթը:

Առաջարկվում է Հայաստանում ներդնել կոռուպցիոն ռիսկերի կառավարման համապարփակ մոդելը, որը պարունակում է ներքին և արտաքին գնահատման գործիքների համակցում: Ներքին գնահատումը ենթադրում է Կոռուպցիայի կանխարգելման հանձնաժողովի կողմից հաստատված մեթոդաբանության և հարցաշարերի հիման վրա համապատասխան մարմինների կողմից գնահատման շրջանակի գործառույթներում կոռուպցիոն ռիսկերի բացահայտում և հակակոռուպցիոն գործողությունների ծրագրերի մշակում (բարեվարքության ծրագիր)՝ Հանձնաժողովի մասնագիտական խորհրդատվությամբ և մեթոդական աջակցությամբ:

Ներքին գնահատումը հնարավորություն է տալիս կառույցին բացահայտելու իր կառավարման, որոշումների կայացման և գործառույթներին վերաբերելի այլ գործընթացներում առկա բացերը, ներդնել հակակոռուպցիոն կանխարգելիչ միջոցներ: Արտաքին գնահատումը ենթադրում է առավել խորքային, մասնագիտական և հետազոտական գործընթաց՝ հիմնված ոլորտային իրավասու մարմինների, հասարակական կազմակերպությունների և այլ շահառուների հետ համագործակցության վրա: Առաջարկվում է յուրաքանչյուր տարի գնահատում իրականացնել 1-2 ոլորտում՝ հաշվի առնելով գործընթացի բարդությունը և ժամանակատարությունը: Արտաքին գնահատման նպատակով ձևավորվում է աշխատանքային խումբ՝ Կոռուպցիայի կանխարգելման հանձնաժողովի համակարգմամբ:

Գործընթացի առաջին փուլում իրականացվում է ոլորտի հիմնական գործընթացների քարտեզագրում, հանձնաժողովի կողմից հարցաշարերի մշակում և ներկայացում աշխատանքային խմբի հաստատմանը, իրավասու մարմնի կողմից հարցաշարի լրացում, հարցաշարի և ոլորտային փաստաթղթերի ուսումնասիրության հիման վրա գործընթացներում առկա կոռուպցիոն ռիսկերի գործոնների բացահայտում:

Երկրորդ փուլում իրականացվում է բացահայտված խնդիրների պատճառների բացահայտում և դրանց լուծման վերաբերյալ առաջարկների մշակում: Ոլորտային գնահատման գործընթացի արդյունքում մշակվում է համապարփակ զեկույց, որը մանրամասն անդրադարձ է կատարում ոլորտի բոլոր գործընթացներին, դրանցում առկա կոռուպցիոն ռիսկերին և դրանց լուծման առաջարկներին, որոնք ներկայացվում են ոլորտային իրավասու մարմինների քննարկմանը: Կոռուպցիոն ռիսկերի գնահատման գործընթացը հանգեցնելու է ֆինանսական որոշակի միջոցների տրամադրման անհրաժեշտության։
