«Փաստ» օրաթերթը գրում է.

Տարածքային կառավարման և ենթակառուցվածքների նախարարության ներկայացրած նախագծով առաջարկվում է լրացումներ կատարել «Ռազմական դրության իրավական ռեժիմի մասին» և «Ավտոմոբիլային ճանապարհների մասին» օրենքներում: Նշվում է, որ Հայաստանի տնտեսության արդյունավետ զարգացումը կախված է ճանապարհային ենթակառուցվածքի անվտանգ և անխափան աշխատանքից, այդ թվում՝ ճգնաժամային իրավիճակներում: Նախորդ տարիների փորձը ցույց է տվել, որ ճգնաժամային իրավիճակներում, հատկապես ռազմական դրության պայմաններում, ռազմական տեխնիկայի և զորքի անխափան, անվտանգ երթևեկության ապահովման համար անհրաժեշտ է նախատեսել համապատասխան լիազորող նորմեր, որոնց հիման վրա կմշակվեն ճանապարհային ենթակառուցվածքների կառավարման և երթևեկության կազմակերպման իրավակարգավորումներ:

Բացի դա, 2021-2026 թթ. իր ծրագրով կառավարությունը ստանձնել է Հայաստանի ընդհանուր նշանակության ավտոմոբիլային ճանապարհների պաշտպանական գոտիներում և բնակավայրերի սահմանների միջով անցնող տարանցիկ հատվածներում կառուցապատումների կանոնակարգման գործընթաց։

Առաջարկվում է լրացումներ կատարել «Ավտոմոբիլային ճանապարհների մասին» և «Ռազմական դրության իրավական ռեժիմի մասին» օրենքներում, որով նախատեսվում է սահմանել պաշտպանական նշանակության ավտոմոբիլային ճանապարհների հասկացությունը, այդ ճանապարհների ցանկը հաստատելու իրավասություն վերապահել կառավարությանը, լիազորել նրան սահմանելու ռազմական դրության ժամանակ պաշտպանական նշանակության ավտոմոբիլային ճանապարհների օգտագործման, պահպանման, վերականգնման կարգը, ինչպես նաև երթևեկության սահմանափակումների առանձնահատկությունները, «Ավտոմոբիլային ճանապարհների մասին» օրենքի 13-րդ հոդվածը լրացնել նոր մասերով՝ սահմանելով, որ Հայաստանի ընդհանուր օգտագործման ավտոմոբիլային ճանապարհների պաշտպանական գոտիներում և բնակավայրերի սահմանների միջով անցնող տարանցիկ հատվածներում կառուցապատվող օբյեկտները ընդհանուր օգտագործման ավտոմոբիլային ճանապարհներին միացնելու համար գանձվում է վճար՝ կնքվող պայմանագրի հիման վրա:

Նշված օբյեկտները Հայաստանի ընդհանուր օգտագործման ավտոմոբիլային ճանապարհներին միացնելու համար թույլտվության ստացման կարգը և գանձվող վճարի չափը կսահմանի կառավարությունը։ Փոփոխությունների հաստատման դեպքում պետբյուջեի եկամուտները կավելանան, կախված ընդհանուր օգտագործման ավտոմոբիլային ճանապարհներին կառուցապատվող օբյեկտները միացնելու համար գանձվող գումարի չափից:
