«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունն առաջարկում է փոփոխություն և լրացումներ կատարել կառավարության 2014 թ. հոկտեմբերի 16-ի N 1442-Ն որոշման մեջ:

Մաքսային միության հանձնաժողովի 2010 թ. հունիսի 18-ի «Մաքսային միությունում անասնաբուժասանիտարական միջոցների կիրառման մասին» N 317 որոշմամբ հաստատված «ԵԱՏՄ մաքսային սահմանին և ԵԱՏՄ մաքսային տարածքում անասնաբուժական հսկողություն (վերահսկողություն) իրականացնելու միասնական կարգի մասին» հիմնադրույթի 3.16-րդ կետի համաձայն՝ անասնաբուժական հսկողության վերցված ապրանքների ներմուծումը ԵԱՏՄ մաքսային տարածք թույլատրվում է «Անասնաբուժական հսկողության (վերահսկողության) ենթակա օբյեկտների համատեղ ստուգումներ անցկացնելու և ապրանքներից (արտադրանքից) փորձանմուշներ (նմուշներ) վերցնելու միասնական կարգի մասին» հիմնադրույթով նախատեսված կարգով Միության մաքսային տարածք ներմուծվող անասնաբուժական հսկողության վերցված ապրանքների արտադրությունը, վերամշակումն ու (կամ) պահպանումն իրականացնող կազմակերպությունների և անձանց ռեեստրում ներառված արտահանող ձեռնարկություններից:

Միության մաքսային տարածք անասնաբուժական հսկողության վերցված ապրանքներ իրավունք ունեն ներմուծել Միասնական ռեեստրում ընդգրկված երրորդ երկրների կազմակերպությունները: Երրորդ երկրների որոշ կազմակերպություններ ներկայում ընդգրկված չեն Միասնական ռեեստրում: Որոշման մեջ ներկայում բացակայում է այն դրույթը, որ Մաքսային միության անդամ երկիրը կարող է իր ազգաբնակչության սննդամթերքի բազմազանության սպառման և կարիքների հագեցվածության համար միայն ներմուծել և սպառել իր տարածքում որոշակի ապրանքատեսակներ, որոշակի ժամկետով՝ չխախտելով սպառողների իրավունքերը՝ պատշաճ որակի և սպառողների կյանքի ու առողջության համար անվտանգ սննդամթերք իրացնելու նպատակով։

Նախագծով առաջարկվում է տալ իրավակարգավորում այն արտաքին տնտեսական գործունեության (ԱՏԳ) ապրանքային անվանացանկի (ԱԱ) ծածկագրերով որոշակի ապրանքների նկատմամբ, որոնք կարող են Հայաստանի Հանրապետություն միայն ներմուծվել և իրացվել որոշակի ժամկետում՝ ապահովելով պատշաճ որակի և սպառողների կյանքի ու առողջության համար անվտանգ սննդամթերք։
