Այսօր «Խոշտանգումների զոհերի աջակցության միջազգային օր»-ն է և պետք է արձանագրել, որ ապրելով քաղաքակիրթ հասարակության մեջ, մեզ դեռ չի հաջողվել արմատախիլ անել խոշտանգման կամ անմարդկային գործողությանն ուղղված քայլերը։
 
ՄԱԿ-ի Խոշտանգումների դեմ կոմիտեն 2024 թվականի մայիսի 10-ին հրապարակել է զեկույց, որտեղ խորը մտահոգություն է հայտնել Լեռնային Ղարաբաղի հակամարտության շրջանակներում Ադրբեջանի զինված ուժերի կողմից միջազգային մարդասիրական իրավունքի և մարդու իրավունքների կոպիտ և ծանր խախտումների մասին հաղորդումների վերաբերյալ, որոնք իրականացվել են ազգային ու էթնիկ պատկանելությամբ հայ ռազմագերիների և այլ պաշտպանվող անձանց նկատմամբ, այդ թվում՝ արտադատական սպանությունները, խոշտանգումները և վատ վերաբերմունքի այլ դրսևորումներն, ինչպես նաև հանցագործությունների ձայնագրման և տեսանյութերի տարածման վերաբերյալ, որոնք պատկերում են սարսափելի գործողություններ՝ ներառելով ողջ անձանց գլխատման, դիակների պղծման և անդամահատման դեպքեր, այդ թվում՝ դրանք կատարվում են տեսախցիկի առաջ այնպես, ինչը ենթադրվում է կատարողների կողմից պատասխանատվության ենթարկվելու վախի իսպառ բացակայությունը։
 
Կոմիտեն նաև իր խորը մտահոգությունն է հայտնել այսպես կոչված հակաահաբեկչական գործողությունների վերաբերյալ, ներառյալ՝ ահաբեկչության և հարակից հանցագործությունների հետ կապված 23 անձանց շարունակական կալանքի վերաբերյալ:
Սակայն Նիկոլ Փաշինյանն ԱԺ ամբիոնից հրապարակավ հոխորտաց, թե «ղարաբաղցի էդ գեներալները պետք է մնան Բաքվի բանտերում»:
 
Ցավոք սրտի խոշտանգումների, նսեմացումների, դաժան վերաբերմունքի դրսևորումներ կան նաև Հայաստանում` կոնկրետ ուժային կառույցների կողմից:
«Ժողովրդավարական», «ոչ բռնի» լոզունգներով իշխանության եկած Նիկոլ Փաշինյանի իշխանության ժամանակ փաստաբաններ ու քաղաքացիներ ոստիկանական բաժանմունքներում խոշտանգվեցին ու ծեծի ենթարկվեցին: ՔՊ պատգամավորին վիրավորած Սամվել Վարդանյանի նկատմամբ դաժան խոշտանգման ու նսեմացման դեպքեր արձանագրվեցին` ծեծի ենթարկվելով մի խումբ դիմակավորված անձանց կողմից:
 
«Խոշտանգումների զոհերի աջակցության» ՄԱԿ–ի միջազգային օրը ստեղծվել է՝ խթանելու ՄԱԿ-ի նպատակը` իսպառ արմատախիլ անելու խոշտանգումները և իրագործելու 1987 թվականի խոշտանգումների, անմարդկային կամ արժանապատվությունը նվաստացնող վերաբերմունքի ու պատժի այլ ձևերի դեմ ուժի մեջ մտած կոնվենցիան: Սակայն այդ փաստաթղթերը մնում են գրված, բայց` չկիրառված:
