Արթուր Միսակյանը իր ֆեյսբուքյան էջում գրում է.
Մեծ հաշվով ի՞նչ տարբերություն կա 2014թ.-ի և 2015թ.-ի պետական բյուջեների մեջ: Թերևս ոչ մի: Երկուսն էլ բացարձակ չեն լուծում (լուծելու) երկրում առկա խնդիրների գոնե 5 տոկոսը, «անզոր» են մարդկանց կենսամակարդակը գոնե մի քիչ բարելավելու հարցում:
Օրինակ, նվազագույն 55 000 դրամ աշխատավարձը նույնիսկ բավարար չէ նորմալ սնվելու համար: Օր-օրի աղքատության ճիրաններում են մխրճվում թոշակառուները հաշմանդամները, բազմազավակ, ընտանեկան և սոցիալական նպաստ ստացող, տասնյակ հազարավոր ընտանիքները: Օրինակ, ինչպե՞ս ապրեն 2.553 շարքային զինծառայողներ 25 000 դրամ կենսաթոշակով, կամ 62 760 հաշմանդամները 17000 դրամով: Հունվարի մեկից հիմնական կենսաթոշակի չափն ավելացվելու է 2000 դրամով՝ սահմանվելով 16 000 դրամ, 458 127 թոշակառուներ ինչպե՞ս հոգան իրենց կարիքները, ինչպե՞ս բուժվեն, ինչպե՞ս վճարեն կոմունալ ծախսերը: Ի ծնե հաշմանդամ անձը, ով ի վիճակի չէ աշխատել, առավել ևս պետությունը հաշմանդամ մարդկանց համար հատուկ աշխատատեղեր չի ստեղծել, ստանում են 18 հազար դրամ: Եվ այսպես շարունակ:
2015 թվականի պետական բյուջեն 2014 թվականի բյուջեի նկատմամբ շուրջ 60 մլրդ դրամ ծախսով ավելացավ, որից միայն 41 մլրդ դրամը՝ պետական հիմնարկների աշխատողների աշխատավարձի գծով, 5 մլրդ դրամը էներգետիկ ծախսերի ավելացումներն են այս տարվա օգոստոսի 1-ից թանկացած հոսանքի մասով: Իսկ ի՞նչ է մնում երկրի զարգացման համար: Ոչինչ: Այսինքն չկա բյուջե, որն ուղղված է երկրում տնտեսական աճի խթանմանը և սոցիալական խնդիրների լուծմանը:
Կամ որ կառավարությունը 2015թ. համար կանխատեսում է 4 տոկոս տնտեսական աճ, այն էլ՝ լավագույն պայմանների առկայության դեպքում: էդ ո՞նց: Ինչպե՞ս, երբ օր-օրի բոլորիս աչքի առաջ արժեզրկվում է դրամը, օր-օրի առաջին անհրաժեշտության ապրանքների և ծառայությունների գնաճ է տեղի ունենում, երբ միջազգային շուկայում, դիցուք, նավթի էժանացումները ոչ մի կերպ չեն անդրադառնում Հայաստանի վառելիքի շուկայի վրա, վերջապես բյուջեի նախագիծը կազմվել է հիմք ընդունելով դոլարի մի փոխարժեք, իսկ այժմ դոլար-դրամ հարաբերակցությունը բոլորովին այլ մակարդակի վրա է:
Այդ ինչպե՞ս եք տնտեսական աճ ապահովելու, եթե Հայաստանը ներդրումների համար գրավիչ երկիր չէ: Նախորդ տարիների փորձն էլ ցույց է տալիս, որ ներդրումները տարեցտարի պակասում են: Ներդրումների համար գրավչությունը պահանջում է նախևառաջ քաղաքական կամք, հարկային բարենպաստ միջավայրի ստեղծում, մրցակցային հավասար պայմանների ապահովում: Այս ամենը, ցավոք, մեր իրականության մեջ չենք տեսնում: Իսկ փոքր և միջին բիզնեսին աջակցությունը պետք է լինի ոչ թե թղթի վրա, այլ իրականում: Մինչդեռ վերջին շրջանի գրեթե բոլոր օրենսդրական նախաձեռնությունները հակառակ են ցույց տալիս: Շրջանառության հարկի մասին օրենքը վառ օրինակ: Ահա թե ինչ է կատարվում, երբ կառավարությունը չի ունենում «կախարդական փայտիկ»:
