«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարելու կառավարության 2019 թ.-ի փետրվարի 28-ի N 201-Լ որոշման մեջ: Նախագծի ընդունումը պայմանավորված է գյուղատնտեսական հումքի մթերումների (գնումների) նպատակով տրամադրվող վարկերի տոկոսադրույքների սուբսիդավորման ծրագրի պայմանները բարելավելու և տնտեսվարողների կողմից 2024 թ.-ի խաղողի մթերումներ իրականացնելու նպատակով վարկեր ներգրավելու համար անհրաժեշտ ապահովման միջոցների չբավարարող մասի համար բյուջետային երաշխիքներ տրամադրելու անհրաժեշտությամբ։

Խաղողի և պտուղբանջարեղենի մթերումներ իրականացնող կազմակերպություններն աշխատանքային կարգով բազմիցս դիմել են Էկոնոմիկայի նախարարություն՝ հայտնելով, որ շրջանառու միջոցների անբավարարությամբ, վարկային ծանրաբեռնվածությամբ և ազատ գրավի սակավությամբ պայմանավորված՝ խնդիրներ են առաջացել նոր վարկերի ներգրավման, ինչպես նաև պտուղբանջարեղենային պահածոների տարայավորման համար անհրաժեշտ ապակե բանկաների, կափարիչների, ասեպտիկ պարկերի և դրանց տարաների ձեռք բերման հարցում։ Հաշվի առնելով բոլոր խնդիրները, մշակվել է այս նախագիծը: Նախագծով առաջարկվում է սուբսիդավորման ծրագրում կատարել համապատասխան փոփոխություններ և լրացում, ըստ որոնց խաղողի մթերումների (գնումների) նպատակով տրամադրվող վարկերի գծով տնտեսվարողների մոտ ապահովման միջոցի ոչ բավարար մակարդակի դեպքում կառավարությունը 2024 թ.-ի օգոստոսի 1-ից մինչև 2024 թ.-ի դեկտեմբերի 30-ը տրամադրվում է մինչև 50 տոկոսի չափով բյուջետային երաշխիք, բայց ոչ ավելի, քան 2023 թ.-ին արտահանված արտադրանքի արժեքը:

Պահածոների արտադրության նպատակով պտուղբանջարեղենի մթերումներ իրականացնող վարկառուներին պտուղբանջարեղենի գնումներ կատարելու նպատակով տրամադրվող վարկերից բացի տրամադրվում է լրացուցիչ վարկ՝ մթերված պտուղբանջարեղենի վերամշակումից ստացվող պատրաստի արտադրանքի տարայավորման համար անհրաժեշտ ապակե բանկաների, կափարիչների, ասեպտիկ պարկերի և դրանց տարաների ձեռք բերման համար անհրաժեշտ գումարի չափով: Խաղողի մթերումներ իրականացնող վարկառուների համար ծրագրից օգտվելու նպատակով պայմանագրերի կնքման համար սահմանված մինչև հուլիսի 1-ը ժամկետը երկարաձգվում է մինչև օգոստոսի 1-ը, իսկ սառնարանային պահպանության և արտահանման գործունեություն իրականացնող վարկառուների համար ծրագրից օգտվելու նպատակով պայմանագրերի կնքման համար սահմանված մինչև հուլիսի 1-ը ժամկետը՝ մինչև հոկտեմբերի 1-ը։
