«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Բուսասանիտարիայի մասին», «Գործունեության իրականացման ծանուցման մասին» և «Սննդամթերքի անվտանգության պետական վերահսկողության մասին» օրենքներում: «Բուսասանիտարիայի մասին» օրենքին վերաբերող նախագծի ընդունմամբ բուսասանիտարիայի ոլորտում կսահմանվեն իրավակարգավորումներ, որոնք կբացառեն օրենսդրական դրույթների կիրարկման տարընկալումները, մասնավորաբար՝ հնարավորություն տալով պեստիցիդներ և ագրոքիմիկատներ ներկրող տնտեսվարողներին ճշգրիտ կողմնորոշվել պեստիցիդների և ագրոքիմիկատների գրանցման գործընթացում պահանջվող փաստաթղթերի ներկայացման հարցում։

Կկարգավորվեն ներկայումս պեստիցիդների գրանցման հետ առաջացած խնդիրները՝ պայմանավորված հանրապետությունում թունաբանահիգիենիկ գնահատում իրականացնող կառույցների բացակայությամբ և գրանցումը կիրականացվի առողջապահության բնագավառի լիազոր մարմնի կողմից սահմանված կարգին համապատասխան տրված թունաբանահիգիենիկ գնահատման փաստաթղթի հիման վրա, որը կտրվի կամ հետազոտությունների արդյունքում կամ գիտական վերլուծությամբ փաստաթղթային փորձաքննության արդունքում, իսկ վերագրանցումը պեստիցիդների և ագրոքիմիկատների բաղադրության անփոփոխ լինելու դեպքում կիրականացվի պարզեցված ընթացակարգով՝ ներկայացնելով գրանցված արտադրատեսակի համար որոշակի տեղեկություններ։

Հնարավորություն կտրվի պարզեցնել պեստիցիդների և ագրոքիմիկատների տեղական արտադրության համար սահմանված պահանջները, սահմանելով այնպիսի դրույթ, որ եթե Հայաստանում արտադրվող տվ յալ պեստիցիդը/ագրոքիմիկատը նույն առևտրային անվանումով և բաղադրությամբ արդեն իսկ գրանցված է Հայաստանում, ապա հանրապետությունում արտադրված այդ արտադրատեսակը կգրանցվի՝ ներկայացնելով տեղեկություններ առևտրային անվանման, բաղադրության և հասցեի վերաբերյալ։ «Սննդամթերքի անվտանգության վերահսկողության մասին» օրենքում կատարվող փոփոխության արդյունքում հնարավորություն կտրվի պարզեցնել աշխարհի զարգացած պետություններում արտադրված կամ գրանցված պեստիցիդների և ագրոքիմիկատների ներմուծումը, խուսափելով կրկնակի փորձաքննության ընթացակարգից՝ ապահովելով գյուղացիական տնտեսություններին պեստիցիդների և ագրոքիմիկատների ժամանակին մատակարարումը և կայուն բուսասանիտարական իրավիճակի ստեղծումը։

«Գործունեության իրականացման ծանուցման մասին» օրենքում կատարվող լրացման արդյունքում՝ պեստիցիդների և ագրոքիմկիկատների արտադրությունը և /կամ վաճառքը, որպես ծանուցման ենթակա գործունեության տեսակ սահմանելով՝ հնարավոր կլինի ապահովել տվյալ արտադրատեսակների օրենքով սահմանված պահանջների պահպանմամբ արտադրությունն ու վաճառքը։ Այն հնարավորություն կտա նաև հնարավորինս կառավարել տվյալ բնագավառում ստվերային տնտեսությունը:
