«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել «Զբոսաշրջային ծառայություններ մատուցող անձանց վերաբերյալ էլեկտրոնային գրանցամատյանում գրանցված զբոսաշրջային ծառայություններ մատուցողների տեղեկատվության բովանդակությունը, ներկայացման և վարման կարգն ու ձևերը սահմանելու մասին» նախագիծը: Զբոսաշրջության ոլորտի նոր օրենսդրությամբ նախատեսված է 2024 թ. սեպտեմբերի 1-ից զբոսաշրջային ծառայություններ մատուցող անձանց գործունեությունը դարձնել ծանուցման ենթակա։ Օրենսդրական այս փոփոխությունը կնպաստի Հայաստանի Հանրապետությունում զբոսաշրջային կազմակերպության կողմից պարտավորությունները չկատարելու դեպքում օրենքով հաստատված սպառողների շահերի պաշտպանությանը, Հայաստանի և հայկական զբոսաշրջային արդյունքի վերաբերյալ ճշգրիտ տեղեկատվության տրամադրման վերահսկողության մեխանիզմների ներդրմանը, զբոսաշրջության բնագավառում վիճակագրության բարելավմանը։

Ներկայում զբոսաշրջության ոլորտում առկա է մի իրավիճակ, որը բացասական է ազդում մրցակցային միջավայրի վրա։ Բազմաթիվ զբոսաշրջային ծառայություն մատուցող անձինք, մեծամասամբ նույնիսկ առանց պետական գրանցման, զբաղվում են զբոսաշրջային օպերատորի, զբոսաշրջային գործակալի, հյուրանոցային ծառայություններ մատուցող անձի, զբոսաշրջային տրանսպորտային ծառայություններ մատուցող անձի, զբոսավարի և ուղեկցորդի գործունեությամբ, մատուցում ցածրորակ ծառայություններ, Հայաստանն ու հայկական մշակութային ժառանգությունը ներկայացնում են իրենց կարողությունների ու պատկերացումների շրջանակներում, որպես կանոն, աշխատակիցներ չունեն և աշխատատեղեր չեն էլ ստեղծում, հարկեր չեն վճարում, բնականաբար, ծառայություններն առաջարկում են անհամեմատ ավելի ցածր գներով, քան բարեխիղճ գործարարները, որոնք կանգնած են շուկայից դուրս մղման վտանգի առաջ։

Այս նախագծով առաջարկվում է սահմանել զբոսաշրջային ծառայություններ մատուցող անձանց վերաբերյալ էլեկտրոնային գրանցամատյանում գրանցված զբոսաշրջային ծառայություններ մատուցողների տեղեկատվության բովանդակությունը, ներկայացման և վարման կարգն ու ձևերը։ Էլեկտրոնային գրանցամատյանի ներդրումը հնարավորություն կտա ապահովել որակյալ ծառայությունների, հավասար մրցակցային դաշտի առկայությունը զբոսաշրջության ոլորտում, ինչպես նաև առկա տեղեկատվության թափանցիկությունն ու հասանելիությունը։ Նախագծի ընդունումը կնպաստի զբոսաշրջային ծառայություններ մատուցող անձանց պատշաճ, թափանցիկ գործունեության, հավասար մրցակցային դաշտի, ծառայությունների բարձր որակի և տեղեկատվության հասանելիության ապահովմանը, կբարելավվի նաև զբոսաշրջության ոլորտի վիճակագրությունը։
