«Փաստ» օրաթերթը գրում է.

Արտաքին հետախուզության ծառայությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Պետական գաղտնիքի մասին» օրենքում:

Նախագծով առաջարկվում է ծառայությանը վերապահել պետական գաղտնիք կազմող տեղեկություններին անձանց առնչվելուն թույլտվություն տալու լիազորություն, սահմանել, որ ծառայության գործունեության բնագավառում գաղտնիության ռեժիմի պահպանման, հնարավոր խախտումների բացահայտման կանխման նպատակով միջգերատեսչական հսկողություն կարող է իրականացվել Արտաքին հետախուզության պետի հետ նախապես համաձայնեցված դեպքերում և ծավալներով, ծառայությանը վերապահել լիազորություններ իր գործունեության բնագավառում պետական գաղտնիք պարունակող տեղեկություններին առնչվելու թույլտվություն ունեցող անձանց նկատմամբ օրենքի 21-րդ և 22-րդ հոդվածներով նախատեսված հիմքերի առկայության վերաբերյալ կասկածներ առաջանալու դեպքում ստուգողական՝ օրենսդրությամբ սահմանված օպերատիվ-հետախուզական միջոցառումներ իրականացնելու վերաբերյալ։

2022 թ.-ի դեկտեմբերի 23-ին ընդունված «Արտաքին հետախուզական գործունեության և արտաքին հետախուզության ծառայության մասին» օրենքով ստեղծվել է Արտաքին հետախուզության ծառայությունը, որը, իր գործունեության բնույթով պայմանավորված, ևս առնչվելու է պետական գաղտնիք պարունակող տեղեկություններին, բացի դա, նա նաև իր իրավասության սահմաններում պետք է իրականացնի նման տեղեկությունների պահպանություն և պաշտպանություն։ «Պետական գաղտնիքի մասին» 2023 թ.-ի մարտի 1-ին ընդունված ՀՕ-49-Ն օրենքով պետական գաղտնիք կազմող տեղեկություններին առնչվելու թույլտվություն տալու լիազորություն, պետական գաղտնիք պարունակող տեղեկություններին առնչվելու թույլտվություն ունեցող անձանց նկատմամբ օրենքի 21-րդ և 22-րդ հոդվածներով նախատեսված հիմքերի առկայության վերաբերյալ կասկածներ առաջանալու դեպքում ստուգողական՝ օրենսդրությամբ սահմանված օպերատիվ-հետախուզական միջոցառումներ իրականացնելու և մի շարք այլ լիազորություններ ունի բացառապես լիազոր մարմինը՝ Ազգային անվտանգության ծառայությունը։ Մինչդեռ՝ իր առջև դրված խնդիրներն իրականացնելու և նպատակներին հասնելու համար անհրաժեշտ է ծառայությանը հնարավորություն տալ օրենքով սահմանված որոշակի գործառույթներ իրականացնել անձամբ՝ առանց լիազոր մարմնի միջնորդավորվածության և վերահսկողության։
