«Հարավային Կովկասի ճակատագիրն ու ապագան պետք է որոշեն բացառապես տարածաշրջանի երկրները և հարևան գործընկեր պետությունները։ Դրսից ոչ ոք խաղաղություն և բարգավաճում չի բերի մեր ընդհանուր տանը։ Եթե ​​խոսենք երկարաժամկետ տարածաշրջանային անվտանգության, կայունության և սոցիալ-տնտեսական զարգացման ապահովման խնդիրների մասին, ապա տարածաշրջանը ռազմականացնելու և դրանում ԵՄ-ի և ՆԱՏՕ-ի ռազմաքաղաքական ազդեցությունն ընդլայնելու «կոլեկտիվ Արևմուտքի» ծրագրերն ամբողջությամբ անհամապատասխան են։ Հարավային Կովկասի բարգավաճման բանալին ներառական երկխոսությունն է՝ մասնավորապես «3+3» Տարածաշրջանային Խորհրդատվական պլատֆորմի շրջանակներում, ի հայտ եկած խնդիրների փոխադարձ ընդունելի պատասխանների որոնումը և արտատարածաշրջանային ուժերի աշխարհաքաղաքական թելադրանքին հակազդելը»։ Այս մասին ասել է ՌԴ դեսպան Սերգեյ Կոպիրկինը, գրում է odkb-info.org-ը։

«Հայաստանը մնում է ՀԱՊԿ անդամ և հանդիսանում է բազմաթիվ երկկողմ պայմանագրերի կողմ՝ ռազմական և ռազմատեխնիկական ոլորտներում։ Մենք վստահ ենք, որ Հայաստանի լիարժեք մասնակցությունը ՀԱՊԿ-ի աշխատանքներին համապատասխանում է առաջին հերթին հայ ժողովրդի շահերին և ծառայում է Հարավային Կովկասի տարածաշրջանում խաղաղության և կայունության պահպանմանը։ Անդամակցությունը կազմակերպությանը, ինչպես նաև մեր երկրի հետ ռազմական ոլորտում սերտ կապերը վերջին տասնամյակների ընթացքում դարձել են անկախ Հայաստանի առաջընթացի զարգացման առանցքային գործոն։ Ինչ էլ որ լինեն արևմտյան «բարի կամեցողների» խոստումները, որոնք գնալով ավելի են սիրաշահում Երևանին, ներկայումս ՀԱՊԿ-ին, որպես Հայաստանի անվտանգության ապահովման մեխանիզմի, արդյունավետ այլընտրանքներ չկան։

Առանձին-առանձին կուզենայի ընդգծել, որ այսօր Հայաստանի առջև ծառացած շատ ռիսկեր կարող էին մեղմացվել, եթե 2022 թվականի սեպտեմբերին Երևանը համաձայներ ՀԱՊԿ-ի միջոցով Ադրբեջանի հետ սահմանին իրավիճակը կայունացնելու միջոցառումների փաթեթ իրականացնելու առաջարկին։ Խոսքը լուրջ նախաձեռնությունների մասին էր, այդ թվում՝ ռազմատեխնիկական աջակցության, դիտորդական առաքելություն ուղարկելու, սահմանապահ զորքերի պատրաստման հարցում աջակցության։ Ցավոք, Հայաստանի ղեկավարությունը նախընտրեց հրավիրել ԵՄ առաքելությանը, որն ամենևին էլ չի պաշտպանում պետության սահմանները, այլ «մոնիթորինգի» անվան տակ հետախուզություն է հավաքում Ադրբեջանի, Իրանի և Ռուսաստանի դեմ»,-ասել է Կոպիրկինը։
