«Փաստ» օրաթերթը գրում է.

Պաշտպանության նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության 2011 թ. փետրվարի 17-ի N 174-Ն որոշման մեջ: 2024 թ.-ին կատարված օրենսդրական փոփոխությունների համաձայն, հստակեցվել են շարքային և սպայական կազմերի պարտադիր զինվորական ծառայության զորակոչի կազմակերպման և անցկացման շրջանակներում քաղաքացիներին իրենց զինվորական հաշվառման վայրի մարմին ներկայանալու համար տրվող պատշաճ ծանուցումների եղանակները, քաղաքացու կողմից դրանց ստացումը հաստատող փաստաթղթերի և հանգամանքների շրջանակը: Մասնավորաբար, քաղաքացուն պատշաճ ծանուցման մասին փաստը հաստատող փաստաթուղթ կամ հանգամանք են համարվում ծանուցագիրն առձեռն հանձնելու դեպքում՝ ծանուցագիրը ստանալու մասին քաղաքացու ստորագրությամբ հաստատված ստացականը, փոստային կապի միջոցով ծանուցման դեպքում` ծանուցագիրը ներառող փոստային պատվիրված նամակը քաղաքացուն հանձնված լինելը հաստատող փաստաթուղթը կամ էլեկտրոնային հավաստումը, անհատական ծանուցման դեպքում՝ «Ինտերնետով հրապարակային և անհատական ծանուցման մասին» օրենքով սահմանված քաղաքացու պաշտոնական էլեկտրոնային փոստի հասցեով ուղարկված ծանուցագիրը քաղաքացու կողմից կարդալու մասին էլեկտրոնային հավաստումը, հրապարակային ծանուցման դեպքում՝ օրենքով սահմանված հրապարակային ծանուցումների պաշտոնական կայքում քաղաքացուն ուղղված ծանուցագրի քաղվածքի տեղադրումը:

Այժմ անհրաժեշտություն է առաջացել N 174-Ն որոշմամբ հաստատված ինտերնետով հրապարակային ծանուցման ներկայացման և հրապարակային ծանուցումների տեղադրման կարգում ներառել համապատասխան կարգավորումներ: Տեղեկատվական համակարգերի կառավարման խորհրդի 2024 թ.-ի հուլիսի 19-ի նիստում արդարադատության նախարարության կողմից ներկայացվել է անհատական ծանուցումների բիզնես մոդելի առաջարկվող տարբերակը, և արդյունքում որոշվել է կազմակերպել E-notify համակարգի հրապարակային ծանուցումների համակարգի գործարկումը՝ հիմք ընդունելով, որ այն կփոխարինի ներկայում գործող azdarar.am հարթակին և կգործի նույն դոմեյնի տակ, որոշվել է նաև մշակել և խորհրդին ներկայացնել անհատական ծանուցումների հայեցակարգ:

Հայեցակարգով սահմանված կարևորագույն կետերից է այն, որ անհատական ծանուցումների նոր համակարգի գործարկման և գործունեության արդյունքում կապահովվի նաև խիստ նույնականացումը: Նախագիծը ներառում է պաշտպանության նախարարության կողմից հրապարակվող ծանուցումների հետ կապված կոնկրետ դրույթներ, որոնց համաձայն նախարարության կողմից հրապարակվող ծանուցումները ենթարկվելու են անվտանգության որոշակի միջոցառումների՝ պահանջելով ծանուցումները ստանալու համար նույնականացման մանրամասներ՝ անձը հաստատող փաստաթղթի տվյալներ կամ հանրային ծառայության համարանիշ, կամ վարորդական վկայականի համար, նաև բջջային հեռախոսահամարով հաստատում: Սրա միջոցով զգայուն տեղեկատվությունը դառնալու է պաշտպանված և հասանելի միայն համապատասխան անձի համար:
