Հայաստանում աշխարհազորի համակարգը կվերակազմակերպվի տեղական պաշտպանության ուժերի ներդրմամբ։

Որոշումն ընդունվեց ՀՀ կառավարության այսօրվա նիստի ժամանակ։

«Պաշտպանության մասին», «Տարածքային կառավարման մասին», «Երևան քաղաքում տեղական ինքնակառավարման մասին» և «Տեղական ինքնակառավարման մասին» օրենքներում փոփոխություններ կատարելու մասին» նախագծերի փաթեթը կառավարության հաստատմանն է ներկայացրել ՀՀ պաշտպանության նախարարությունը։

Նշվում է, որ 2020 թ. հոկտեմբերին սահմանվել են աշխարհազորի համակարգը, որի ղեկավարներն էին հանդիսանալու համապատասխանաբար մարզպետի, տեղական ինքնակառավարման մարմնի ղեկավարի (Երևանի քաղաքապետի) տեղակալները և վարչական շրջանների ղեկավարները: Նրանք պետք է ապահովեին աշխարհազորային պայմանական ստորաբաժանումները կամավոր սկզբունքով քաղաքացիների համալրման ապահովման գործընթացը: Ժամանակի ընթացքում պարզ դարձավ, որ սահմանված համակարգը գրեթե չի գործում` աշխարհազորային ստորաբաժանումները ձևավորվում են հիմնականում տարածքային զինկոմիսարիատների կողմից:

«Այդ նպատակով առաջարկվում է աշխարհազորը փոխարինել տեղական պաշտպանության ուժերով, որոնք կձևավորվեն ըստ տվյալ տարածաշրջանի զորամասերի և կհամակարգվեն բանակային կորպուսների կողմից: Ըստ կոնկրետ ուղղությունների սպառնալիքների դեպքում ունակ կլինեն աջակցելու ՀՀ զինված ուժերի համապատասխան զորամասերին, ինչպես նաև դրանց ձևավորումը կդրվի բացառապես պաշտպանության համակարգի վրա»,- ասված է որոշման հիմնավորման մեջ:

Բացի այդ, առաջարկվում է ՀՀ պաշտպանության պլանում ներառել ՀՀ տարածքային պաշտպանության պլանը:

Օրենսդրական այս փոփոխությունների փաթեթը կներկայացվի ԱԺ–ի քննարկմանը։
