Այսօր Մարդու իրավունքների պաշտպանության օրվա կապակցությամբ Հայաստանի օմբուդսմենի գրասենյակի կողմից Երևանում կազմակերպվել է ութ ոլորտների ղեկավարների կլոր սեղան, որին մասնակցում են Մարդու իրավունքների պաշտպան Կարեն Անդրեասյանը, Քննչական կոմիտեի ղեկավար Աղվան Հովսեփյանը, ոստիկանապետ Վովա Գասպարյանը, ՀՀ պաշտպանության նախարար Սեյրան Օհանյանը, ՀՀ արդարադատության նախարար Հովհաննես Մանուկյանը, ՀՀ կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանը և ՍԴ նախագահ Գագիկ Հարությունյանը:
Պաշտպանության նախարար Սեյրան Օհանյանն իր ելույթի ժամանակ նշեց, որ յուրքանչյուրը մարդու իրավունքների օր պետք է հռչակի տարվա յուրաքանչյուր օրը:
«Պաշտպանված երկրում` պաշտպանված քաղաքացի» բանաձևը պետք է լինի: Զինված ուժերում մարդու իրավունքների պաշտպանություն եզրույթն ավելի ընդունելի է, հենց դա էլ մեր վարած քաղաքականության հիմքն է: Մենք հնարավորինս փորձում ենք կրճատել զինվորների իրավունքների ոտնահարումը: Բայց նաև պետք է նկատի ունենալ, որ ամենաժողովրդավար երկրների բանակներում ևս կան սահմանափակումներ, հետևաբար, մենք գտնում ենք, որ մարդու իրավունքների գերակայությունը պետք է լինի հնարավորինս ամբողջացված»,-ասաց Սեյրան Օհանյանը:
Ըստ նրա̀ զինված ուժերում, ցավոք, դեռեւս շարունակվում են կենցաղավարել քրեական հոգեբանությամբ չգրված օրենքներով՝ «չբողոքել» եւ «ինքնուրույն լուծել հարցերը»:
«Մեր տեսլականն է այնպիսի մարդակենտրոն բանակ ստեղծել, որտեղ զինվորը ոչ թե ռեսուրս է, այլ անհատականություն»,-ասաց նախարարն ու հավելեց, որ պետք է այնպես անել, որ բանակում չսահմանափակվեն զինվորների իրավունքները:
«Կարելի է ասել, որ յուրաքանչյուր ընտանիք իր դեպսանն ունի բանակում, և բոլոր տեսակի փոփոխություններին հայ ընտանիքները արձագանքում են արագ և սուր»,-ասաց նախարարը:
Օհանյանը շեշտեց, որ 2014 թվականին իրենց նշանաբանն է եղել, որ բանակը մի ամրոց է, որն իր օրենքներն ունի և հավելեց, որ ով չի ուզում ապրել իրենց ամրոցի օրենքներով, կարող է գնալ, ու ապրել այլ ամրոցների օրենքներով:
