Զինված ուժերի կերպափոխման հայեցակարգի՝ «Հրապարակման ոչ ենթակա բաղադրիչների տեսլական» գլխում նշվում է, որ ՀՀ-ին մարտունակ և ժամանակակից տեխնիկայով ու սպառազինությամբ համալրված ԶՈՒ-ն անհրաժեշտ են ՀՀ տարածքային ամբողջականությունը, սահմանների անձեռնամխելիությունը և որդեգրած խաղաղության օրակարգը պաշտպանելու՝ մեկ կենտրոնին ապավինելու ասիմետրիկ և հիերարխիկ փոխհարաբերությունները փոխարինելով բազմաթիվ կենտրոնների հետ սիմետրիկ և ոչ հիերարխիկ փոխհարաբերություններով:

Եթե ավելի պարզ ձևակերպենք, իշխանությունն ասում է, որ մեկ կենտրոնին՝ ՌԴ-ին, ապավինելու և կախյալ հարաբերություններ ունենալու փոխարեն ընտրում ենք բազմաթիվ երկրների՝ այս դեպքում հասկանալ հավաքական Արևմուտքի, համաչափ և ոչ կախյալ հարաբերությունները:

Ինչպե՞ս է արտահայտվել «ԿԱԽՅԱԼ» հարաբերությունները, որոնք ՀՀ-ն ունեցել է մինչև 2018 թվականը՝ նախորդ բոլոր իշխանությունների օրոք, մանավանդ, երբ Հայաստանն այդ «կախյալ» հարաբերությունների դեպքում հաղթել է ու պաշտպանել իր տարածքային ամբողջականությունն ու սահմանային անձեռնամխելիությունը:

Եվ հակառակը, ի՞նչ նոր հարաբերությունների մասին է խոսում իշխանությունը, երբ իրենց իսկ մատնանշած տարածքային ամբողջականությունն ու սահմանների անձեռնամխելիությունն իրենց պաշտոնավարման օրոք՝ իրենց հռչակած նոր կուրսի պայմաններում, ոչ թե խախտվել է, այլ տեղ-տեղ ոչնչացվել:

Կամ ի՞նչ է կառուցում փաշինյանական իշխանությունը, որն այս 6-7 տարիների ընթացքում որևէ տեսանելի արդյունք չի ապահովել, ավելին՝ Հայաստանն այս ընթացքում կորցրել է տարածքներ, բանակցային գործընթացում թելադրողն Ադրբեջանն է, իսկ իշխանության տեսլականի ծանր հետևանքն Արցախի կորուստն ու մեր հայրենակիցների գերեվարումներն ու բռնի տեղահանումներն են:

Հասկանալի է, որ այս հայեցակարգը ռազմաքաղաքական է, ունի քաղաքական բաղադրիչ, բայց իմ տպավորությամբ, այն գրվել է ոչ այնքան ռազմական պրագմատիկ ուղենիշներ սահմանելու, որքան քաղաքական խոսքն այս կամ այն կենտրոնին հասցնելու համար:

Ավելին, այս հայեցակարգի որոշ ձևակերպումներ վտանգում են նույն իրենց նշած ՀՀ տարածքային ամբողջականությունն ու սահմանների անձեռնամխելիությունը և փաստաթուղթը վերածում «հակա»-ների ու նոր առճակատումների հայեցակարգի:
