ՀԱՊԿ-ից սպառնում են հեռացնել Հայաստանին

Հավաքական անվտանգության պայմանագրի կազմակերպությունը սպառնում է հեռացնել Հայաստանին, եթե պարտավորությունները չկատարվեն։ ՌԴ ԱԳՆ խոսնակ Մարիա Զախարովան հայտարարել է, թե ՀԱՊԿ անդամ երկրները, որոնք չեն կատարում կազմակերպության ֆինանսավորման պարտավորությունները, կարող են զրկվել ձայնի իրավունքից։

Մեկնաբանելով կառույցի շրջանակներում Հայաստանի շուրջ ստեղծված իրավիճակը՝ Զախարովան նշել է, թե նշված միջոցների համար հիմք կարող է դառնալ երկու տարվա ընթացքում կուտակած պարտքը: Զախարովան ընդգծել է, որ ՀԱՊԿ-ի ֆինանսավորումը պարտադիր է բոլոր մասնակից երկրների համար, իսկ կազմակերպության բյուջեն ձևավորվում է բաժնային ներդրումների հաշվին: «Ռուսաստանն ապահովում է ՀԱՊԿ-ի բյուջեի կեսը, մինչդեռ մյուս մասնակիցները վճարում են 10-ական %։ Վճարումների մերժման կամ ուշացման որևէ ձև նախատեսված չէ. ընթացիկ տարում չփոխանցված գումարները դառնում են պարտք»- նշել է նա։ Երկու տարի կուտակված պարտքի դեպքում անդամ պետությունը կարող է զրկվել ՀԱՊԿ-ում ձայնի իրավունքից: Այդ մեխանիզմը, Զախարովայի խոսքով, նման է ՄԱԿ-ում գործող կանոններին։

Հայաստանը 2022 թ. հետո խնդիրներ ունի ՀԱՊԿ-ի հետ, ամիսներ առաջ էլ հայտարարեց, թե կրկին չի վճարելու պարտքերը։ Զախարովայի այս սպառնալիքը, ըստ ամենայնի, ամենևին չի ազդելու ՀՀ գործող իշխանությունների տրամադրության վրա։ Ընդհակառակը, Փաշինյանն ու իր թիմն ամեն ինչ անում են, որ ՀԱՊԿ-ն ինքը որոշում կայացնի Հայաստանին հեռացնելու մասին։ Այդպես ավելի հեշտ է արդարացնել սեփական գործողությունները, քան պաշտոնական Երևանի անունցի հայտարարել, որ լքում են ՀԱՊԿ-ն։ Ի վերջո, Փաշինյանի ու նրա թիմակիցների հայտարարությունները վկայում են, որ հետդարձի ճանապարհ չկա։ Օրերս էլ Փաշինյանը հայտարարել էր, թե «մենք մեզ արդեն իսկ համարում ենք ՀԱՊԿ-ից դուրս, իրենք ինչ ուզում են, թող որոշեն»։

Վարչապետի խոսքով՝ Երևանը չի մասնակցում ո՛չ ՀԱՊԿ փաստաթղթերի մշակմանը, ո՛չ դրանց քննարկմանը, ո՛չ առաջարկներ է տալիս, ոչ էլ եղած առաջարկների վերաբերյալ դիրքորոշում հայտնում։ Պարզապես վետո չի դնում որևէ փաստաթղթի վրա, քանի որ իրեն համարում է կառույցից դուրս։ «Մենք չենք մտնում իրենց գործերի արանքը, դա էլ հարգանքով մեր գործընկերների նկատմամբ։ Բայց էլի եմ ասում, այդ թվում՝ այս իրադարձությունների տարբերությունը և դրա արդեն հրապարակային փոխադարձ արտահայտումն արդեն ավելի ու ավելի դժվար, եթե չասեմ՝ անհնար է դարձնում ՀՀ վերադարձը ՀԱՊԿ։ Կարծում եմ՝ այստեղ անդառնալիության կետն անցել ենք»,- ընդգծել էր նա։
