«Փաստ» օրաթերթը գրում է.

Արդարադատության նախարարությունը հանրային քննարկման է ներկայացրել «Հայաստանի ազգային արխիվ» ՊՈԱԿ-ի կինոֆոտոֆոնո փաստաթղթերի և ապահովագրական պատճենների մասնաճյուղի գործունեությունը դադարեցնելու մասին նախագիծը:

Նորաստեղծ Հայաստանի կինոյի հիմնադրամը պետք է ապահովի կինոոլորտի տնտեսվարման ու եկամուտների գեներացման, ինչպես նաև վարձույթի շուկայի համակարգման, ազգային ֆիլմերի ստեղծման ու տարածման, միջազգային հեղինակավոր կինոփառատոնների հետ կապերի ստեղծման և կինոոլորտի միջազգային կազմակերպություններին անդամակցության, կինոժառանգության վերականգնման ու թվայնացման և մի շարք այլ ոլորտային գործառույթները: «Հայաստանի ազգային արխիվ» ՊՈԱԿ-ի կինոֆոտոֆոնո փաստաթղթերի և ապահովագրական պատճենների մասնաճյուղի կանոնադրական գործառույթները ևս հիմնականում կինոժառանգության վերականգնման, թվայնացման, պահպանման և արխիվային ծառայությունների մատուցման մասին են, ընդ որում՝ Հայաստանի կինոյի հիմնադրամը ԿԳՄՍ նախարարության, իսկ Կինոֆոտոֆոնո փաստաթղթերի և ապահովագրական պատճենների մասնաճյուղը՝ որպես «Հայաստանի ազգային արխիվ» ՊՈԱԿ-ի առանձնացված ստորաբաժանում՝ արդարադատության նախարարության համակարգման ներքո է։

Կառավարության ընդունած N 618-Ա որոշմամբ «Հայաստանի ազգային կինոկենտրոն» ՊՈԱԿ-ը վերակազմավորվել է Հայաստանի կինոյի հիմնադրամի: Վերջինս ստեղծվել է՝ հաշվի առնելով կինոոլորտի և կինոարտադրության իրավահարաբերությունների կարգավորման, այդ թվում՝ կինոռեեստրի, վարձույթի, ազգային ֆիլմի ստեղծման, տարածման ու պահպանման, համատեղ արտադրության ֆիլմերի ստեղծման և կարգավիճակի տրամադրման, կինոժառանգության վերականգնման ու թվայնացման գործառույթների անհրաժեշտությունը: Ուստի անհրաժեշտություն է առաջացել մեկ մարմնի մեջ միավորել կինոֆոտոֆոնո ոլորտին առնչվող գործունեության բոլոր տեսակները՝ ունենալով մեկ նեղ մասնագիտացված մարմին ոլորտին առնչվող գործունեության իրականացման համար։

Հաշվի առնելով սա՝ նպատակահարմար է «Հայաստանի ազգային արխիվ» ՊՈԱԿ-ի Կինոֆոտոֆոնո փաստաթղթերի և ապահովագրական պատճենների մասնաճյուղի գործունեության իրականացումը հենց այս միասնական մարմնի կողմից, քանի որ այդ գործունեությունը սերտ առնչություն ունի Հայաստանի կինոյի հիմնադրամի գործունեության տիրույթին։ Այս նախագծի նպատակն է «Հայաստանի ազգային արխիվ» ՊՈԱԿ-ից առանձնացնել կինոֆոտոֆոնո ոլորտին առնչվող ժառանգությունը՝ այն միավորելով Հայաստանի կինոյի հիմնադրամում՝ տվյալ ոլորտը համակարգող ԿԳՄՍ նախարարության ենթակայության ներքո։

Կարգավորման հիմնական առարկան է դադարեցնել «Հայաստանի ազգային արխիվ» ՊՈԱԿ-ի Կինոֆոտոֆոնո փաստաթղթերի և ապահովագրական պատճենների մասնաճյուղի գործունեությունը և դրա գործառույթներն ու գույքը փոխանցել Հայաստանի կինոյի հիմնադրամին։
