«Փաստ» օրաթերթը գրում է.

Ներքին գործերի նախարարությունը հանրային քննարկման է ներկայացրել «Ներքին գործերի բնագավառում պետական կառավարման լիազոր մարմնի ուսումնական հաստատության միջին մասնագիտական կրթական ծրագրերի տևողությունը սահմանելու մասին» նախագիծը: «Մասնագիտական կրթության և ուսուցման մասին» օրենքի 8-րդ հոդվածի 3-րդ մասը սահմանում է. «Մասնագետի որակավորման աստիճան ստանալու համար հիմնական կրթական ծրագրի ուսուցման տևողությունը մեկ տարի տասն ամսից մինչև հինգ տարի է, բացառությամբ ներքին գործերի բնագավառում պետական կառավարման լիազոր մարմնի ուսումնական հաստատության համապատասխան ծրագրերի, որոնց տևողությունը սահմանվում է կառավարության որոշմամբ»:

Ներքին գործերի բնագավառում պետական կառավարման լիազոր մարմնի ուսումնական հաստատության միջին մասնագիտական կրթական ծրագրերի համար օրենքը սահմանել է ուսումնառության ընդհանուր ժամկետներից տարբերվող ժամկետներ սահմանելու հնարավորություն։ ՆԳՆ-ում ընթացող բարեփոխումների շրջանակում նախարարության միասնական ուսումնական հաստատությունում ներդրվել է շարունակական կրթության մոդելը, որի հիմնական գաղափարն այն է, որ միջին մասնագիտական կրթություն ստանալու համար անձը պետք է ունենա արհեստավորի կրթություն, իսկ արհեստավորի կրթությունն իր հերթին հանդիսանալու է բազային կրթություն՝ որպես ոստիկանությունում կամ փրկարար ծառայությունում ծառայության անցնելու անհրաժեշտ նախադրյալ:

Հիմք ընդունելով սա՝ այլևս անհրաժեշտություն չի լինելու իրականացնել ընդհանուր տևողությամբ միջին մասնագիտական կրթություն, քանի որ մի շարք բազային գիտելիքներ, կարողություններ և հմտություններ արդեն իսկ ձևավորվելու են արհեստավորի կրթական ծրագրի իրականացման արդյունքներով: Բացի այդ, ավելի կարճ տևողությամբ միջին մասնագիտական կրթության ժամկետ սահմանելը թույլ կտա առավել օպերատիվ կերպով համալրել ոստիկանության և փրկարար ծառայության համապատասխան պաշտոնները:

Նախագծով առաջարկվում է ներքին գործերի բնագավառում պետական կառավարման լիազոր մարմնի ուսումնական հաստատության միջին մասնագիտական կրթական ծրագրերի համար սահմանել ուսումնառության ընդհանուր նվազագույն ժամկետից (մեկ տարի տասն ամիս) ավելի կարճ նվազագույն ժամկետ՝ մեկ տարի վեց ամիս: Նախագծի ընդունման դեպքում ներքին գործերի բնագավառում պետական կառավարման լիազոր մարմնի ուսումնական հաստատության միջին մասնագիտական կրթական ծրագրերի ուսումնառության հնարավոր նվազագույն ժամկետ կարող է լինել մեկ տարի վեց ամիսը, իսկ առավելագույն ժամկետ՝ հինգ տարին:

Ինչ վերաբերում է կոնկրետ մասնագիտությունների և որակավորումների համար ներքին գործերի բնագավառում պետական կառավարման լիազոր մարմնի ուսումնական հաստատության միջին մասնագիտական կրթական ծրագրերի ուսումնառության ժամկետներին, ապա դրանք պետք է սահմանվեն ոչ թե կառավարության որոշմամբ, այլ կրթական ծրագրերի բաղադրիչներով: Դա բխում է «Մասնագիտական կրթության և ուսուցման մասին» օրենքի 8-րդ հոդվածի 7-րդ մասից:

Նախագծի ընդունումը հնարավորություն կընձեռի սահմանել ներքին գործերի բնագավառում պետական կառավարման լիազոր մարմնի ուսումնական հաստատության միջին մասնագիտական կրթական ծրագրերի ավելի կարճ տևողություն և ապահովել ոստիկանության և փրկարար ծառայության համապատասխան պաշտոնները առավել օպերատիվ կերպով համալրելու հնարավորությունը:
