Սոցիալական ծախսերի փոխհատուցման կարգում կատարվել են փոփոխություններ. ՊԵԿ

Պետական եկամուտների կոմիտեն տեղեկացնում է, որ 2025 թվականի մայիսի 1-ից ուժի մեջ է մտել ՀՀ կառավարության 30․04․2025 թ․ N 510-Ն որոշումը, որի  համաձայն սոցիալական ծախսերի փոխհատուցման կարգում կատարվել են որոշակի փոփոխություններ։ Մասնավորապես սահմանվել են․

  • 2024 թվականի հունվարի 1-ից մինչև 2025 թվականի հունիսի 1-ն ընկած ժամանակահատվածում կատարված սոցիալական ծախսերը կփոխհատուցվեն նաև այն դեպքերում,   երբ սոցիա­լական ծախսերի դիմաց փաստացի վճարումը կատարվել է այլ անձի կող­մից, սակայն հայ­տա­րարատուի միջոցներով։ Այս դեպքում անհրաժեշտ է հիմնավորել հայտա­րարատուի միջոցներից սոցիալական ծախսերի կատարումը, որը կարող է հիմնավորվել ծառա­յություններ մատուցող հարկ վճարողին սոցիալական ծախսերի կատարումը հայտարա­րատուի միջոցներից կատարված լինելու վերաբերյալ համապատասխան փաստաթուղթ, այդ թվում՝ վճարող ֆիզիկական անձի անունով կատարված վճարումը հիմնավորող փաստաթուղթ կամ վճարման հանձնարարական (որտեղ նշված է վճարումը տվյալ ֆիզի­կական անձի միջոցներից կատարված լինելու վերաբերյալ) կամ ֆիզիկական անձի համապատասխան հաստատում (հայտարարություն) ներկայացնելու միջոցով։
  • 2025 թվականի հունիսի 1-ին և դրանից հետո կատարված սոցիալական ծախսերը կփոխհատուցվեն, եթե սոցիալական ծախսերն անմիջականորեն կատարվել են հայտարարատու ֆիզի­կական անձի կողմից։ Բացառություն են կազմում դասագրքե­րի վարձակալության նպատակով կատարված ծախսերը, որոնց մասով վճարում կատար­ված լինելու հանգամանքը հաշվի չի առնվում և աշխատողից հատուցում ստանալու պայմանով գործատուի կողմից ապահովագրական փաթեթների ձեռքբերման գծով կա­տարված ծախսերը։
  • Համայնքների պատվերով համայնքային ոչ առևտրային կազմակերպությունների կողմից մատուցվող կրթական ծառայությունների մասով հաշվարկային փաստաթղթերը համայնքների անունից կարող են դուրս գրել համայնքային ոչ առևտրային կազմակերպությունները։
  • Եթե առողջության ապահովագրության փաթեթի ապահովագրական պայմանագրի համաձայն որպես ապահովադիր հանդես է եկել գործատուն` հայտարարատու հանդի­սացող աշխատողի կամ վերջինիս ընտանիքի անդամների համար ապահովագրավճարի գծով կատարված ծախսերի դիմաց աշխատողից հատուցում ստանալու պայմանով, ապա սոցիալական ծախսի փոխհատուցումից կարող է օգտվել հայտարարատու հանդիսացող աշխատողը՝ ապահովագրավճարի գծով կատարված ծախսերի դիմաց գործա­տուին տրամադրված հատուցման գումարի մասով: Այս դեպքում ապահո­վագրական փաթեթի մասով հաշվարկային փաստաթուղթն ապահովագրական ընկերութ­յան կողմից դուրս է գրվում ապահովադիր անձի անունով, որտեղ որպես սոցիալական ծախս կատարող նշվում են հայտարարատու հանդիսացող աշխատողի տվյալները։
  • Սոցիալական փաթեթի շահառուներից բացի, ՀՀ կառավարության 2014 թվականի մարտի 27-ի N 375-Ն որոշման 1-ին կետով հաս­տատ­ված N1 հավելվածի 2-րդ կետի 2-րդ ենթակետով սահմանված՝ պետության կողմից երաշ­խավորված անվճար և արտոնյալ պայ­մաններով բժշկական օգնության և սպասարկման ծառա­յություններ իրականացնող կազ­մա­կերպությունների աշխատողները ևս առողջության ապահովագրական փաթեթի գծով սոցիալական ծախսի փոխհատուցումից կարող են օգտվել միայն սոցիալա­կան փաթեթի շահառու և նշված կազմակերպությունների աշխատող չհամարվող ընտանիքի անդամների համար ապահովագրական փաթեթի ձեռքբերման ծախսերի մասով, իսկ ատամնաբուժական ծառայությունների գծով՝ նաև իրենց համար կատարված ծախսերի մասով։
