Ռուսաստանի Անվտանգության դաշնային ծառայությունը (ԱԴԾ) սկսել է արտոնագրեր տալ օտարերկրյա տանկերներին՝ Սևծովյան նավահանգիստներ մտնելու համար, ինչը կարճատև դադարից հետո թույլ կտա վերականգնել Ղազախստանի նավթի արտահանումը, հայտնում է Reuters-ը՝ հղում տալով իր աղբյուրներին։

 

Երկու ոլորտային աղբյուր չորեքշաբթի օրը հայտնել են, որ նոր կանոնների համաձայն՝ օտարերկրյա տանկերներին ժամանակավորապես արգելվել է մուտք գործել Ռուսաստանի հիմնական սևծովյան նավահանգիստներ, ինչը փաստացիորեն դադարեցրել է Ղազախստանից նավթի արտահանումը։ Ղազախստանյան նավթի արտահանումը հիմնականում իրականացվում է Կասպիական խողովակաշարային կոնսորցիումի (ԿԽԿ) միջոցով, որը մասամբ պատկանում է ԱՄՆ-ի խոշորագույն էներգետիկ ընկերություններին։

Սակայն, ավելի վաղ հինգշաբթի օրը, Ղազախստանի էներգետիկայի նախարարությունը հայտարարել է, որ երկիրը չի դադարեցրել ռուսական ծովային նավահանգիստներով նավթի բեռնման աշխատանքները։

Ռուսաստանի նախագահ Վլադիմիր Պուտինը երկուշաբթի օրը օրենք է ստորագրել, որի համաձայն՝ օտարերկրյա նավերը երկրի նավահանգիստներ մուտք գործելու համար պետք է ունենան ՌԴ Անվտանգության դաշնային ծառայության (ԱԴԾ) թույլտվությունը։ Կասպիական խողովակաշարային կոնսորցիումի (ԿԽԿ) նավթամուղը Ղազախստանի նավթային հանքավայրերը  Ռուսաստանի Սևծովյան Հարավային Օզերեևկա նավահանգստի (Նովոռոսիյսկի մոտակայքում) միջոցով կապում է արտահանման շուկաներին։

Այն հիմնականում տեղափոխում է ղազախական նավթ և ռուսական նավթի մի փոքր մասը։

Reuters գործակալությունը անցյալ շաբաթ հաղորդել է, որ Ռուսաստանում գտնվող Կասպիական խողովակաշարային կոնսորցիումի (ԿԽԿ) տերմինալից օգոստոսին նավթի արտահանումը սահմանվել է օրական 1,66 միլիոն բարելի կամ մոտ 6,5 միլիոն տոննայի մակարդակով, ինչը գրեթե անփոփոխ է հուլիսի արտահանման պլանի համեմատ։
