Այսօր ԱԺ արտաքին հարաբերությունների հանձնաժողովի աշխատանքների սկզբում ՀԱԿ խմբակցության պատգամավոր Նիկոլ Փաշինյանը հայտարարություն արեց՝ դատապարտելով խմբակցության քարտուղար Արամ Մանուկյանի հետ կատարվածը եւ քննադատեց հանձնաժողովի նախագահ Արտակ Զաքարյանին՝ հայ-ռուսական բարեկամական խորհրդարանական ակումբում ռուսերեն խոսելու եւ օրենքը խախտելու համար:
Նա առաջարկեց նիստի այսօրվա օրակարգում փոփոխություն կատարել եւ 7-8 կետին ավելացնել 8-9-րդ կետերը: Մասնավորապես առաջարկեց Արամ Մանուկյանի միջադեպի հետ կապված հայտարարություն անել եւ դեկտեմբերի 9-ին հայ-ռուսական բարեկամական խորհրդարանական ակումբում ռուսերեն խոսելու հետ կապված արձանագրել, որ խախտվել է օրենքը: Նիկոլ Փաշինյանի խոսքերով՝ «Դեպքը դատապարտելի է եւ իրավապահ մարմինները պետք է անեն ամեն ինչ՝ գործը բացահայտելու եւ մեղավորներին հանրությանը ներկայացնելու համար»:
Նա հիշեցրեց, որ ծեծի դեպքերը վերջին օրերին ավելի հաճախակի են դարձել. «Ծեծել են ազատամարտիկների եւ դեռեւս ոչ մի դեպքի բացահայտում չկա: Ինչպես Արամ Մանուկյանի, այնպես էլ ազատամարտիկների ծեծի դեպքերը պետք է հասարակության խստագույն դիմադրությանը արժանանան»:
ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովի նախագահ, ՀՀԿ-ական Արտակ Զաքարյանը՝ նախ անդրադառնալով Արամ Մանուկյանի դեմ կատարված հարձակմանը, նշեց, թե չի կարծում, որ որեւէ մեկը չի դատապարտում կատարվածը, բայց հարցն իրավական հարթությունում է, հետեւաբար առանձին գնահատական տալը տեղին չէ:
Ըստ Զաքարյանի, ՀՀ Լեզվի մասին օրենքը չի խախտվել, քանի որ ակումբը խորհրդարանի շենքում է գործում, բայց ԱԺ-ի հետ կապ չունի: «Ես օրինակ մի քանի օր առաջ իմ աշխատասենյակում շուրջ քսան րոպե անգլերեն լեզվով հարցազրույց եմ տվել, հիմա ինչ դա էլ համարենք օրենքի խախտում»,- հայտարարեց Զաքարյանը: Ի պատասխան Փաշինյանն ասաց՝ ցավում է, որ Լեզվի մասին ՀՀ օրենքի վերաբերյալ ԱԺ պատգամավորի պատկերացումներն այսքանով են սահմանափակվում:
Փաշինյանի առաջարկությունը դրվեց քվեարկության: Հանձնաժողովի նիստին ներկա անդամներից յոթը դեմ քվեարկեցին: Միայն Նիկոլ Փաշինյանն ու Ալեքսանդր Արզումանյանը կողմ քվեարկեցին: Առաջարկությունը չընդունվեց:
