Սեպտեմբերի 20-ին, ելույթ ունենալով «Քաղաքացիական պայմանագիր» կուսակցության համաժողովում, իշխող վարչախմբի պարագլուխ Նիկոլ Փաշինյանը հայտարարեց առաջիկա համապետական ընտրություններին սահմանադրական մեծամասնություն նվաճելու և դրանից հետո մեր քաղաքացիներին սահմանդրական հանրաքվե պարտադրելու իր մտադրության մասին։

•Դրանով նա փորձելու է լուծարել միջազգայնորեն ճանաչված Հայաստանի Հանրապետությունը, և նրա փոխարեն ձևավորել թուրք-ադրբեջանական տանդեմին ենթակա, նրա կողմից պարտադրված սահմանադրությամբ և օրենքներով ապրող կիսապետական մի կազմավորում։
 
Այս հայտարարությունը նաև հստակ ուղերձ է առաջիկա համապետական ընտրությունները կեղծելու և նրանց արդյունքները նենգափոխելու վերաբերյալ, քանի որ հասարակության մեծ մասի կողմից մերժված վարչախումբն այլապես որևէ շանս չունի արդար ընտրություններով մեծամասնություն ստանալու համար։ Սա հաստատվում է նաև իշխող վարչախմբի բազմաթիվ այլ բռնատիրական գործողություններով, մասնավորապես` քաղաքական ընդդիմախոսների կամայական ազատազրկումներով, նրանց գույքի ապօրինի բռնազավթումներով, երկրում վախի և ատելության մթնոլորտի սաստկացմամբ և մեր հասարակությանը շարունակաբար մոտալուտ պատերազմի շանտաժով։
Այս պայմաններում, երբ իշխող բռնատիրական վարչախումբը սաստկացնում է իր գրոհը հայ հասարակության և նրա դավանած արժեքների դեմ, գործող ազգային կառույցները մինչ այժմ չեն կարողացել միավորել իրենց ուժերը մեր երկրի գլխին կախված սպառնալիքները չեզոքացնելու համար։

•Նրանցից յուրաքանչյուրը, հավակնելով միանձնյա պայքարելու իշխող վարչախմբի դեմ, իրականում ջլատում է մեր հասարակության դիմադրողական ուժերը։ Եկել է ժամանակը, որ դաշտում գործող առողջ ազգային ուժերը հանդես գան միասնական պլատֆորմով և հստակ, հզոր ու կազմակերպված այլընտրանք ներկայացնեն իշխող վարչախմբին, ինչը թույլ կտա կանխելու նրա վերարտադրությունը և չեզոքացնելու նրա կողմից նախապատրաստվող սահմանադրական հեղաշրջումը։

«ՀայաՔվե» ազգային քաղաքացիական միավորումը, հավատարիմ Հայաստանի և Արցախի պաշպանության իր հիմնարար առաքելությանը, առաջարկում է Հայաստանի հանրային դաշտում գործող բոլոր առողջ ազգային ուժերին և անհատներին անհապաղ սկսել երկկողմ և բազմակողմ խորհրդակցություններ՝ Հայաստանի Հանրապետության պաշտպանության շուրջ միասնական ազգային դաշինք ձևավորելու նպատակով։

Մենք հանձն ենք առնում ի սպաս դնելու մեր բոլոր ուժերը այդպիսի դաշինքի կազմավորմանը, և կանենք հնարավոր ամենը՝ կանխելու Հայաստանում սահմանադրական հեղաշրջումը և թուրք-ադրբեջանական բռնատիրության հաստատումը։
