«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել «2025 թվականի Արենի տեսակի խաղողի մթերումների գործընթացի կազմակերպման միջոցառումը հաստատելու մասին» նախագիծը։

ՊԵԿ-ի կողմից տրամադրված օպերատիվ տվյալների համաձայն, 2024 թվականին գինու արտահանման ծավալը կազմել է մոտ 4,17 մլն լիտր, որը նախորդ տարվա համեմատությամբ նվազել է մոտ 0,2 մլն լիտրով կամ 4 տոկոսով։ 2025 թվականի 8 ամսվա գինու արտահանման ծավալը կազմել է շուրջ 2,5 մլն լիտր, որը նախորդ տարվա նույն ժամանակահատվածի համեմատությամբ նվազել է շուրջ 0,4 մլն լիտրով կամ 12,3 տոկոսով։ Գինու արտահանման հիմնական շուկան Ռուսաստանի Դաշնությունն է, որի մասնաբաժինը ընդհանուր արտահանման ծավալում կազմում է մոտ 80 տոկոս։

Գինու արտահանման ծավալների նվազումը պայմանավորված է արտահանման հիմնական շուկայում՝ Ռուսաստանում գինու ակցիզային հարկի փոփոխության արդյունքում իրացման արժեքի բարձրացմամբ և բնակչության գնողունակության մակարդակի նվազմամբ։ Գինու արտահանման ծավալների կրճատումով և նախորդ տարիներից կուտակված պատրաստի արտադրանքի մնացորդներով պայմանավորված՝ զգալիորեն նվազել է խաղողի գինեմետ սորտերի՝ հատկապես Արենի տեսակի խաղողի նկատմամբ պահանջարկը, և տնտեսվարողները շահագրգռված չեն իրականացնել Արենի տեսակի խաղողի մթերումներ։ Վայոց ձորի մարզի տարածքում արտադրված խաղողի բերքի մթերման խնդիրը կարող է լուծվել այն՝ կոնյակի սպիրտի արտադրության համար մթերելու միջոցով։ Ըստ նախարարության և Վայոց ձորի մարզպետի աշխատակազմի գնահատականների, անհրաժեշտ է աջակցել մոտ 2000 տոննա Արենի տեսակի խաղողի մթերման հարցում։

Նախագծով առաջարկվում է 2025 թվականին Վայոց ձորի մարզում արտադրված Արենի տեսակի խաղողի մթերումների գործընթացի կազմակերպման համար Արենի տեսակի խաղողի մթերումներ իրականացնող տնտեսվարող սուբյեկտներին տրամադրել աջակցություն հետևյալ պայմանով՝ Վայոց ձորի մարզից առնվազն 700 տոննա քանակությունը նվազագույնը 220 դրամով Արենի տեսակի խաղող մթերող տնտեսվարող սուբյեկտին մթերված խաղողի յուրաքանչյուր 1 կիլոգրամի համար տրամադրել 70 դրամի չափով սուբսիդավորում։ 700 տոննա քանակի մեջ հաշվի չի առնվում և սուբսիդավորում չի տրամադրվում տնտեսվարող սուբյեկտին սեփականության, օգտագործման իրավունքով պատկանող, հիմնադիր կամ ավելի քան 10 տոկոս բաժնետոմս ունեցող բաժնետեր հանդիսացող անձանց կամ նրանց ընտանիքի անդամների կողմից մշակվող հողատարածքներից մթերվող խաղողի համար։

Վայոց ձորի մարզում արտադրված Արենի տեսակի խաղողի մթերման խնդրահարույց 2000 տոննան ամբողջությամբ մթերվելու դեպքում ցուցաբերվող աջակցության չափը կկազմի մոտ 140 մլն դրամ։
