«Փաստ» օրաթերթը գրում է.

Հայաստանի հանրային-քաղաքական օրակարգում իրենց առանձնահատուկ տեղն են գտել «համախմբվենք», «պայքարենք», «կառուցենք նոր Հայաստան» կոչերը։ Միավորվելու և համախմբվելու գաղափարն, իհարկե, ողջունելի է, սակայն կոչերից գործողության անցնելու գործընթացն անհամեմատ ավելի բարդ է։ Միախմբվելու գաղափարը դեռևս կոչերից այն կողմ չի գնացել, իսկ դառը փորձի պակաս չունեցող մեր հայրենակիցներին այդ ճառերը վաղուց արդեն չեն տպավորում։ Բոլոր տեսակի նմանատիպ կոչերն արդեն կորցրել են իրենց կշիռը, քանի որ չունեն իրական և ուղիղ թիրախներ։ Իսկ երբ չկա կոնկրետ գործողություն, ամենատպավորիչ բառերն անգամ փոշիանում են առաջին իսկ քամուց։

Գործող քաղաքական իշխանության, մեղմ ասած, անգիտության ֆոնին, կարծես, վերջապես սկսել են կարևորվել պրոֆեսիոնալիզմն ու փորձառությունը, և համախմբման կոչերին զուգահեռ հնչում են նաև մտքեր այն մասին, որ երկրի կառավարման համակարգում պետք է ներգրավել պրոֆեսիոնալներին և կարող մարդկանց։ Այս գաղափարը նոր չէ, բայց այն միշտ մնում էր երկրորդ պլանում՝ զիջելով տեղը էմոցիաներին, անձնական հավակնություններին և կուսակցական «վերահսկողությանը»։

Հասկանալի է՝ տարիներ շարունակ հասարակական կարծիքը սնվել է այն միֆով, թե «քաղաքականությունը կեղտոտ գործ է»։ Արդյունքում, իրական մասնագետները հեռու են մնացել քաղաքականությունից՝ չցանկանալով իրենց անունը կապել «կեղտոտ գործերի» հետ։ Իսկ նրանց փոխարեն քաղաքական դաշտը լցվել է պատահական «անցորդների» և ինքնահռչակ փրկիչների բազմությամբ։

Բոլորն են արդեն գիտակցում, որ պետությանը պետք են տեխնոկրատներ։ Սակայն երբ հնչում են այդ կոչերը, հարց է առաջանում՝ ո՞ւմ նկատի ունեն։ Հայաստանը փոքր երկիր է, իսկ իրական պրոֆեսիոնալները, մեղմ ասած, շատ չեն։ Ուստի, նույն մարդուն տարբեր քաղաքական ուժեր կարող են տեսնել իրենց ապագա կառավարությունում, և դա բնական է։ Սա ոչ թե մրցակցության, այլ քաղաքական համակարգում հմուտ, փորձառու մարդկանց սակավության վկայություն է։

Սակայն խնդիրը միայն նրանց թիվը չէ, այլ վերաբերմունքը։ Եթե կա գիտակցում, որ առանց պրոֆեսիոնալների կառավարումը չի կարող արդյունավետ լինել, ապա պետք է ոչ թե անհասցե կոչեր հնչեցնել, այլ բարձրաձայնել անվանական, կարևորել նրանց գոյությունը, գնալ նրաց մոտ՝ խոսել, ներգրավել, համոզել։ Նրանց տեղը պետք է լինի պետական որոշումների կայացման սեղանի շուրջ, ոչ թե դիտորդի կարգավիճակում։

Պետք չէ խուսափել այս թեմայից։ Պետք է օր ու գիշեր փնտրել, ճանաչել և ներգրավել այն մարդկանց, ովքեր կարող են իրական խնդիր լուծել, ոչ թե գեղեցիկ խոսել։ Երկիրը կառուցում են նրանք, ովքեր գիտեն՝ ինչպես, ոչ թե նրանք, ովքեր գոռում են՝ ինչու։

Եթե մենք իսկապես ուզում ենք ունենալ արդյունավետ պետություն, ապա պետք է վերջ տալ պատահական կառավարմանը։ Քաղաքականությունը մաքրվում է ոչ թե լոզունգներով, այլ որակով։ Իսկ որակը գալիս է այնտեղից, որտեղ կան գիտելիք, փորձ և պատասխանատվություն։

Այլ կերպ ասած՝ ժամանակն է, որ Հայաստանը դադարի լինել փորձադաշտ... անփորձների համար։
