«Փաստ» օրաթերթը գրում է.

Մոտ քսան օր առաջ տեղեկացրել էինք, որ ներքին գործերի նախարարությունը հանրային քննարկման է ներկայացրել «Բնակչության հաշվառման կարգը սահմանելու մասին» որոշման նախագիծը: Իրավաբանների և քաղաքական ուժերի ուշադրությունն էր գրավել հատկապես այն փոփոխությունը, ըստ որի, անձը կարող է «հաշվառվել իր մշտական բնակության վայրի հասցեում՝ անկախ տվյալ գույքի սեփականատիրոջ կամ օրինական տիրապետողի համաձայնության առկայությունից»։

Նախագծում նշվում է, որ «այս դրույթը նպատակ ունի բացառել այն դեպքերը, երբ սեփականատերերի կամ երրորդ անձանց անհիմն անհամաձայնությունը դառնում է խոչընդոտ անձի հաշվառման և փաստացի բնակության իրավունքի իրացման համար»։

Սակայն իրավաբանները նշում են, որ նախ՝ այս ձևակերպումը հակասում է ՀՀ Սահմանադրության 60-րդ հոդվածին, որը սահմանում է յուրաքանչյուր մարդու իրավունքը՝ օրինական հիմքով ձեռք բերած սեփականությունն իր հայեցողությամբ տիրապետելու, օգտագործելու և տնօրինելու: Մյուս կողմից՝ շատերը վստահ են, որ սա նպատակ ունի ընտրությունների ժամանակ իշխող ուժին հնարավորություն տալ առավել հեշտորեն մարդկանց գրանցել տարբեր հասցեներում: Սա մտահոգիչ է, առավել ևս, եթե հաշվի առնենք, որ առանց դրա էլ տարբեր՝ հատկապես ՏԻՄ ընտրությունների ժամանակ հաճախ են ահազանգեր ստանում մարդկանց տարբեր հասցեներում գրանցելու հետ կապված: Օրինակ՝ վերջին օրերին նման ահազանգեր ստանում ենք նաև Վաղարշապատից, որտեղ մի քանի օրից ավագանու ընտրություններ են կայանալու: Ասում են՝ ցուցակներում տարբեր հասցեներում տարօրինակ կերպով շատացել են նոր անունները, ինչը կասկածի տեղիք է տալիս:
