«Փաստ» օրաթերթը գրում է.

Այն, որ երկրի իրավապահ համակարգը դրված է մեկ անձի սպասարկման տակ և բառի բուն իմաստով չի կատարում իր անմիջական գործառույթները, ակնհայտ է: Արդյունքում իրավապահ համակարգը ուղղակի չի կատարում իր անմիջական գործառույթները: Ամեն օր ենք դրանում համոզվում:

Ու, գիտեք, սա այն դեպքը չէ, որ մեկ անգամ արձանագրեցինք, և վերջ՝ կարող ես արդեն համակերպվել այդ վիճակի հետ: Դա ոչ մի կերպ համակերպվելու չէ:

Ասենք՝ օրը ցերեկով բանուկ փողոցում, բազմաթիվ մարդկանց աչքի առաջ դանակահարում են, սպանում են երիտասարդի, ապա թողնում և հեռանում: Ամեն օր լրահոսում տարբեր տեղեկություններ են սպանությունների, վեճերի, «տուրուդմփոցի»:

Մյուս կողմից՝ պարբերաբար սոցցանցերում հատնվում են տեսանյութեր, որոնցում արտացոլված է երթևեկության հետ կապված խայտառակ վիճակը: Ասենք, ինչո՞ւ տեսանյութեր: Մեզանից ո՞վ նման տեսարանների ականատես չի դարձել, մանավանդ վերջին շրջանում: Աջուձախ «ճռռացնում» են: Դա դեռ՝ գլուխը՝ քարին, անիվը՝ «բորդյուրին»: Բա որ չարամտորեն խախտում են կանոնները, թափով մտնում հանդիպակաց երթևեկության գոտի, ստեղծում կյանքին ու առողջությանը սպառնացող վտանգ թե՛ իրենց, թե՛ երթևեկության այլ մասնակիցների համար:

Ո՞ւր են փառաբանված, իշխանական սատելիտ ու «իրավապաշտպան» դիրքավորվողների գովաբանած պարեկները, ոստիկանները՝ բարեփոխյալ, թե անբարեփոխ: Ահռելի գումարներ են ծախսվել, դրամաշնորհների, տարբեր ֆինանսավորումների տեսքով, ի՞նչ է արվել: Ոչինչ: Պարեկային ծառայությունը իշխանության «գովազդային դեմք» էին դարձրել: Ամբողջ բարեփոխումներն ուղղված են, կրկնենք, մեկ անձի սպասարկմանը:

Իսկ ի՞նչ են անում, ընդհանրապես, իրավապահները: Ընդդիմադիրներին են լրտեսում: Հոգևորականներին են լրտեսում: Ընդդիմադիր բլոգերի են առևանգում: Հետո ընդդիմադիրների ու հոգևորականների վրա գործեր են սարքում, «ասֆալտին փռում», դատում: Կարգալույծ քահանայի, այսինքն՝ ոչ հոգևորականի կողմից հակաեկեղեցական միջոցառման «մասսովկա» են ապահովում: Փաշինյանի կարճ տեսանյութերում պատահական անցորդի, ուղևորի, հեծանիվ քշողի դեր են կատարում:

Այդքանից հետո էլ ի՞նչ «հիմնական գործառույթ»: Ո՞վ դրա ժամանակն ու հավեսը կունենա: Մանավանդ, որ «անմիջական գործառույթների» համար նրանց չեն պարգևավճարում: Փաշինյանական իշխանավարման հատկապես վերջին տարիների համար, ի դեպ, միանգամայն հիմնավորված, առանձին փորձագետներ գործածում են ոստիկանապետություն բնորոշումը: Զավեշտն այն է, որ այդ ոստիկանապետությունը 1 անձի համար է բառացիորեն: Աջուձախ, իբր, ոստիկաններ ու պարեկներ են: Բայց ամեն օր՝ դանակահարություն, գողություն, ծեծկռտուք, սպանություն, դժոխային երթևեկություն: Իսկ որտեղ իրականում պետք է լինեն, չկան...
