«Փաստ» օրաթերթը գրում է.

ԱՄՆ-ի հետ ստորագրված հուշագիրը, որը իշխանությունը փորձում է մատուցել որպես մեծ դիվանագիտական հաջողություն, իրականում ստեղծում է նոր սպառնալիքներ և խորացնում Հայաստանի ներքին ու արտաքին խոցելիությունը։ Մինչ իշխանավորները խոսում են «նոր հնարավորությունների» մասին, իրականությունն ամբողջովին հակառակն է. պետությունն աստիճանաբար կորցնում է իր դիմադրողականությունը, իսկ իշխանությունը՝ վերահսկողությունը քաղաքական ու հասարակական գործընթացների վրա։

Ընդդիմադիր գործիչների ձերբակալությունները, հասարակական ակտիվիստների նկատմամբ ճնշումները և քաղաքական հետապնդումները դարձել են միջազգային արձագանքի հիմնական պատճառներից։ Արևմտյան գործընկերները գնալով ավելի հաճախ են այցելում Հայաստան ոչ թե համագործակցության խորացման, այլ մտահոգությունների բարձրացման նպատակով։ Հայաստանի իշխանության վարքագիծը հակասում է այն ժողովրդավարական չափորոշիչներին, որոնց վրա կառուցված են միջազգային հարաբերությունները։ Սա վտանգում է ոչ միայն համագործակցային ծրագրերը, այլև Հայաստանի՝ որպես կանխատեսելի գործընկերոջ հեղինակությունը։ Եկեղեցու դեմ իրականացվող արշավը նույնպես ստանում է լայն հրապարակային արձագանք Արևմուտքում։ Երբ իշխանությունը հարված է հասցնում ազգային ինքնության հիմք հանդիսացող ինստիտուտին՝ Հայ առաքելական եկեղեցուն, դա դիտվում է ոչ միայն ներպետական ճնշման գործիք, այլև ժողովրդավարական արժեքների խաթարում։ Արդյունքում Հայաստանը պարզորոշ ներկայանում է որպես երկիր, որտեղ իշխանությունը քանդում է ինքնության, իրավունքի և հասարակական համերաշխության հենասյուները։

Սահմանադրական փոփոխությունների գաղափարը ևս ներկայացվում է «ժամանակակից ինքնության» անվան տակ, մինչդեռ իրականում այն ունի հստակ արտաքին պատվիրատու։ Ադրբեջանի պահանջը՝ Հայաստանը պետք է հրաժարվի իր տարածքային նշումներից և ինքնիշխանության հիմնարար ձևակերպումներից, չի կարող իրականանալ առանց Սահմանադրության փոփոխության։ Այս գործընթացը արդեն իսկ ազդում է պետության ինքնության, պատմական իրավունքի և անվտանգային հավասարակշռության վրա։ Փաստացի, իշխանությունը որոշել է վերաձևել Հայաստանի պետական հիմքերը՝ համապատասխանեցնելով դրանք հարևան երկրի պահանջներին։

Այս իրավիճակում ԱՄՆ-ի հետ ստորագրված հուշագիրը դառնում է ոչ թե համագործակցության ամուր շրջանակ, այլ արտաքին լեգիտիմություն՝ ներքին վտանգավոր քայլերը իրականացնելու համար։ Երբ իշխանությունն իր գործողություններով քանդում է պետական ինստիտուտները, թուլացնում բանակը, բացում սահմանադրական դռներ արտաքին պահանջների առաջ և խաթարում հասարակական միասնականությունը, ոչ մի միջազգային փաստաթուղթ չի կարող ապահովել երկրի անվտանգությունը։
