«Փաստ» օրաթերթը գրում է.

Արդարադատության նախարարությունն առաջարկում է ՔԿԱԳ-ի կողմից մատուցվող մի շարք ծառայությունների դրույքաչափերի փոփոխություն իրականացնել։ Ահա դրանցից մի քանիսը։ «Պետական տուրքի մասին» օրենքում կատարվող փոփոխություններով նախատեսվում է բարձրացնել ամուսնալուծության գրանցման ժամկետը լրացուցիչ վճարի դիմաց կրճատելու ծառայության դիմաց սահմանված տուրքը՝ նպատակ ունենալով խթանել ընտանիքի պահպանումը։

«Քաղաքացիական կացության ակտերի գրանցման մասին» օրենքի կարգավորումների համաձայն՝ 18 տարին լրացած անձն իրավունք ունի փոխելու անունը, որը ներառում է անունը, ազգանունը, հայրանունը: Անվան փոփոխման գրանցումը թույլատրվում է առանց այն հիմնավորող պատճառների: Ներկա պահին գործող կարգավորման պարագայում բազմաթիվ են դեպքերը, երբ անձը կրկնակի դիմում է ներկայացնում՝ փոխելու իր տվյալը՝ կարճ ժամանակ անց վերադառնալով նախկին տվյալին կամ անվան փոխման դիմում է ներկայացնում՝ իր տվյալում փոխելով ընդամենը մեկ տառ: Առաջարկվում է բարձրացնել անվան փոխման համար սահմանված պետտուրքի դրույքաչափը:

Օտարերկրյա քաղաքացիների վերաբերյալ քաղաքացիական կացության ակտային գրանցման համար ներկայացվող փաստաթղթերն առավել շատ ու բազմազան են և ուսումնասիրության տեսանկյունից՝ աշխատատար: Օրինակ՝ ՀՀ քաղաքացիների վերաբերյալ ամուսնության պետական գրանցման համար կատարվող աշխատանքի ծավալը և դրան հատկացվող ժամանակը զգալիորեն զիջում է օտարերկրյա պետության քաղաքացիների վերաբերյալ ամուսնության գրանցման համար կատարվող աշխատանքի ծավալին ու տրամադրվող ժամանակին, հետևաբար՝ նպատակահարմար է օտարերկրյա քաղաքացիների, այդ թվում՝ միայն ամուսնացողներից մեկի ՀՀ քաղաքացի հանդիսանալու դեպքում ամուսնության գրանցման համար սահմանել պետական տուրք: Նույն հանգամանքից ելնելով՝ նպատակահարմար է օտարերկրյա քաղաքացիների համար հայրություն (մայրություն) ճանաչելու համար բազային տուրքի չափը սահմանել բազային տուրքի երեսնապատիկի չափով, ինչպես նաև՝ օտարերկրյա քաղաքացիների կողմից երեխայի որդեգրման մասին ակտային գրանցման համար սահմանել պետտուրք՝ բազային տուրքի երկուհարյուրապատիկի չափով:

Մյուս կողմից՝ պետության համար ռազմավարական կարևորություն ունեցող ոլորտներում օտարերկրյա քաղաքացիների ներգրավման դեպքերում ևս կբարձրացվեն պետտուրքերը։

Քաղաքացիական կացության ակտային գրանցման մեջ փոփոխություն կատարելու գործառույթը հիմնականում կիրառվում է դիմողի գրանցման և անձը հաստատող փաստաթղթում առկա անհամապատասխանության պարագայում՝ քաղաքացիական կացության ակտային գրանցման մեջ անձի անհատական տվյալները նրա անձը հաստատող փաստաթղթին համապատասխանեցնելու նպատակով: Մինչդեռ, քաղաքացիական կացության ակտային գրանցման մեջ ուղղում, լրացում կատարելու արդյունքում հաճախ առաջանում է անձը հաստատող փաստաթղթի փոփոխության անհրաժեշտություն: Տվյալ դեպքում անձը կստանա ընտրության հնարավորություն՝ իր վերաբերյալ քաղաքացիական կացության ակտային գրանցման մեջ իր տվյալները համապատասխանեցնելու անձը հաստատող փաստաթղթին (փոփոխություն կատարելու գործառույթի միջոցով), որի համար կսահմանվի պետտուրք՝ բազային տուրքի երեսնապատիկի չափով: Մյուս դեպքում անձը կունենա իր կողմից ներկայացվող փաստաթղթերի հիմքով իր վերաբերյալ կատարված ակտային գրանցման մեջ ուղղում կամ լրացում կատարելու հնարավորություն՝ անհրաժեշտության դեպքում կատարված ուղղմանը համապատասխան փոխելով իր անձը հաստատող փաստաթուղթը։ Նշված ծառայության համար պետտուրքը սահմանված է բազային տուրքի հնգապատիկի չափով:

Քաղաքացիական կացության ակտերի գրանցման պետական վկայականի կրկնօրինակը հանդիսանում է էլեկտրոնային փաստաթուղթ, որի կորստի դեպքում այն էլեկտրոնային եղանակով դիմողին կրկին տրամադրվում է անվճար։ Ըստ նախարարության՝ նպատակահարմար է վկայականի կրկնօրինակի տրամադրման համար սահմանված պետտուրքի դրույքաչափը սահմանել բազային տուրքի յոթնապատիկի չափով: Քաղաքացիական կացության ակտային գրանցման առկայության վերաբերյալ տեղեկանքի համար կսահմանվի պետտուրք՝ բազային տուրքի հնգապատիկի չափով:
