Պարտադիր զինվորական ծառայության զորակոչից կազատվեն այն քաղաքացիները, որոնք Շանհայի վարկանիշավորման ցանկի առաջին հինգ տասնյակի համալսարաններում բակալավրի, մագիստրատուրայի կամ ասպիրանտուրայի կրթական ծրագրերով առկա ուսուցումն ավարտելուց հետո առնվազն երեք տարի կաշխատեն ՀՀ-ում՝ կառավարության կողմից սահմանված ոլորտում։  

«Արմենպրես»-ի հաղորդմամբ՝ «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագիծը ՀՀ Ազգային ժողովի Գիտության, կրթության, մշակույթի, սփյուռքի, երիտասարդության և սպորտի հարցերի մշտական հանձնաժողովի հունվարի 14-ի նիստում քննարկվեց ԿԳՄՍ նախարար Ժաննա Անդրեասյանի ներկայացմամբ։

ստ օրինագծի՝ Շանհայի վարկանիշավորման ցանկի առաջին հինգ տասնյակի համալսարաններում բակալավրի, մագիստրատուրայի կամ ասպիրանտուրայի կրթական ծրագրերով առկա ուսուցմամբ սովորելուց և ուսումն ավարտելուց հետո առնվազն երեք տարի Կառավարության կողմից սահմանված ոլորտում ՀՀ-ում աշխատելուց հետո քաղաքացին կազատվի պարտադիր զինվորական ծառայությունից:

Օրենսդրական այս փոփոխությունից հետո համապատասխան ենթաօրենսդրական ակտերով կսահմանվի, որ նշված հիմքով պարտադիր զինվորական ծառայության զորակոչից տարկետում ստացած և ուսումը ավարտած քաղաքացիները ՀՀ վերադառնալու և նախատեսվող կարգով աշխատելու պարտավորություն կունենան, որի համար ևս զինվորական ծառայության զորակոչից տարկետում ստանալու և պարտադիր զինվորական ծառայությունից ազատվելու համակարգ կգործի։

Անդրեասյանը մանրամասնեց, որ Շանհայի վարկանիշավորման ցանկում ընդգրկված բուհերում սովորելու համար 2018 թվականից արդեն իսկ տարկետում է ստացել 650 քաղաքացի, որից 570-ը ներկայում շարունակում է սովորել և օգտվել տարկետման իրավունքից:   

Նախարարի խոսքով՝ օրենքի նախագծի ընդունման անհրաժեշտությունը պայմանավորված է արդեն իսկ այդ համալսարաններում սովորելու համար տարկետում ստացած քաղաքացիների վերադարձն ապահովելու և նրանց գիտելիքները ՀՀ-ում օգտագործելու հնարավորության ընձեռմամբ։
