Ակնհայտ ճշմարտություն է որ ուժեղ Հայաստանը կարող է կառուցվել ուժեղ տնտեսության վրա, իսկ ուժեղ տնտեսություն ունենում են հիմնականում այն երկրները որտեղ կան ներդրումներ, որտեղ երկիրը ունի բարենպաստ ներդրումային միջավայր։ Այս մասին Սամվել Կարապետյանի կուսակցության համագումարի ընթացքում ասաց «Ուժեղ Հայաստան» կուսակցության անդամ Հայկ Ֆարմանյանը։ 

«Ժամանակակից կյանքում ներդրումները և կապիտալը հիմնականում հոսում են, տեղաշարժվում են այն երկրներ, որտեղ արդեն կա կապիտալ, այսինքն դեպի հարուստ երկրներ։ Տեղաշարժվում են այնտեղ, որտեղ առաջին հերթին պաշտպանված է սեփականության իրավունքը, երկրորդ՝ պետությունը նախևառաջ հանդիսանում է գործընկեր, ոչ թե խոչընդոտ, երրորդ՝ հստակ են խաղի կանոնները։ Համաշխարհային տնտեսության մեջ նույնպես փոխվել են ժամանակակից ներդրումների վերաբերյալ պատկերացումները, նույնիսկ շատ ու շատ ժամանակակից եվրոպական զարգացած երկրներ այսօր ունեն ներդրումային սով, անգամ այնպիսի երկրներ, ինչպիսիք են Գերմանիան, Ֆրանսիան։ Ամերիկայի Միացյալ Նահանգները՝ իր մեթոդներով, իր ձևերով կարողանում է ամբողջ աշխարհից տրիլիոնների հասնող ներդրումներ քաշել դեպի իր տնտեսություն, դա նորմալ է, ինչու եմ սա ասում, որովհետև համաշխարհային տնտեսության մեջ կապիտալը հիմնականում հոսում է Ամերիկայի Միացյալ Նահանգներ և որոշ այլ տնտեսություններ։ 

Ուստի այս պայմաններում, այս մրցավազքի պայմաններում ակնկալել, որ Հայաստանի Հանրապետությունում պետք է հորդեն բազմամիլիարդանոց ներդրումներ, առնվազն իրատեսական չէ։ Այդ մասին են վկայում պաշտոնական վիճակագրական տվյալները, ինչպես նաև այն բազմամիլիարդանոց խոստումները, որոնք այդպես էլ իրականություն չեն դարձել»,-ասաց Ֆարմանյանն՝ ընդգծելով, որ այս պարագայում մենք պետք է ապավինենք ներքին ներդրումներին։ 

Նա ընդգծեց, որ մենք այսօր կանգնած ենք լուրջ մարտահրավերների առաջ։ «Պետական պարտքը օրեցօր ավելանում է, ծանրանում է պետական պարտքի բեռը։ Կառավարության պատասխանատուների կարծիքով՝ այդ բեռը կառավարելի է։ Եթե մենք դիտարկում ենք խնդիրը կարճաժամկետ հատվածում կամ 1 բյուջետային տարվա կտրվածքով գուցե դա այդպես է, քանի դեռ ոչինչ չի պատահել, բայց մեզ անհրաժեշտ է կայուն կառավարելիություն միջնաժամկետ և երկարաժամկետ  հեռանկարում։ Իսկ դրան մենք կարող ենք հասնել բացառապես տնտեսությունը վերակառուցելով, արդյունաբերականացնելով, այլ ոչ թե մնալով ներմուծումից կախված տնտեսություն»,-ասաց Ֆարմանյանը։
