Հանրապետության օրվա առիթով Սամվել Կարապետյանի հղած հատուկ ուղերձը տարբերվում էր վերջին տարիներին հնչող բազմաթիվ քաղաքական հայտարարություններից։ Այն կառուցված էր ոչ թե ներքաղաքական հակադրությունների, այլ պետականության, ազգային արժանապատվության և համախմբման գաղափարի շուրջ։ Այս պայմաններում, երբ հասարակությունը հոգնել է անվերջ հակամարտություններից և անորոշությունից, նման շեշտադրումներն ակնհայտորեն նպատակ ունեն մարդկանց վերադարձնել պետության նկատմամբ վստահության զգացումը։

Կարապետյանի ուղերձի առանցքում Առաջին Հանրապետության գաղափարն էր՝ որպես ազգային կամքի, ինքնուրույնության և պատասխանատվության խորհրդանիշ։ Նա փորձեց հիշեցնել, որ պետականությունը հայ ժողովրդի համար միայն պատմական հիշողություն չէ, այլ գոյության գլխավոր երաշխիքը։ Այս շեշտադրումը հատկապես կարևոր է ներկայիս բարդ իրավիճակում, երբ հասարակության ներսում աճում են հիասթափությունն ու ապագայի նկատմամբ անհանգստությունները։

Ուղերձում առանձնահատուկ ուշադրություն էր դարձվում միասնականությանը։ Սամվել Կարապետյանը փաստացի փորձեց խոսել ոչ միայն իր կողմնակիցների, այլ ամբողջ հասարակության հետ՝ ընդգծելով, որ երկրի առաջ կանգնած մարտահրավերները հնարավոր է հաղթահարել միայն համախմբվածության պայմաններում։ Նրա խոսքում գերակշռում էր ոչ թե բաժանելու, այլ միավորելու տրամաբանությունը, ինչը վերջին տարիների քաղաքական միջավայրում բավական հազվադեպ երևույթ է դարձել։

Հատկանշական էր նաև այն, որ Կարապետյանը խուսափեց կոշտ ու ագրեսիվ ձևակերպումներից։ Փոխարենը նա ընտրել էր հանգիստ, հավասարակշռված և պետական մտածողությանը հարիր խոսույթ։ Սա ևս կարևոր հանգամանք է, քանի որ հասարակության մի զգալի հատված այսօր ակնկալում է ոչ թե հերթական աղմկոտ հայտարարությունները, այլ վստահություն ներշնչող և պատասխանատվություն կրող քաղաքական խոսք։

Հանրապետության օրվա նման խորհրդանշական օրը նման ուղերձ հղելը նաև քաղաքական հստակ ուղերձ էր։ Սամվել Կարապետյանը փորձում է իրեն ներկայացնել որպես այնպիսի գործիչ, որի համար առաջնայինը պետությունն ու ազգային շահն են։ Նրա խոսքում շեշտադրված պետականության գաղափարը վերջին շրջանում դարձել է քաղաքական գործունեության հիմնական առանցքներից մեկը։

Միաժամանակ, ուղերձը կառուցված էր ոչ միայն անցյալի հիշողության, այլ նաև ապագայի պատկերացման շուրջ։ Կարապետյանը փորձում էր ցույց տալ, որ Հայաստանը կարող է հաղթահարել ներկայիս դժվարությունները, եթե վերադառնա ազգային համերաշխության, պատասխանատվության և պետական մտածողության սկզբունքներին։

Այս առումով Հանրապետության օրվա ուղերձը միայն տոնական խոսք չէր։ Այն նաև փորձ էր հասարակությանը փոխանցելու վստահության և կայունության մասին ուղերձ։ Եվ հենց այդ հանգամանքն էր, որ այն առանձնացրեց սովորական քաղաքական հայտարարությունների շարքում։
