Հայաստանի գյուղատնտեսական ոլորտը հերթական լուրջ մարտահրավերի առաջ է կանգնած։ «Ռոսսելխոզնադզորը» հայտարարել է, որ հունիսի 3-ից ժամանակավոր սահմանափակումներ է մտցնում Հայաստանից Ռուսաստան ներկրվող և հայկական ծագում ունեցող հնդավոր պտուղների, սմբուկի, կարտոֆիլի և չրերի նկատմամբ։ Սահմանափակումը վերաբերում է նաև այդ արտադրանքի տարանցմանը դեպի Եվրասիական տնտեսական միության անդամ երկրներ։

Ռուսական կողմը որոշումը հիմնավորել է արտահանվող ապրանքների նկատմամբ կարանտինային վերահսկողության և ծագման հստակ վերահսկման մեխանիզմների բացակայությամբ։ Ըստ հայտարարության՝ սահմանափակումները կգործեն այնքան ժամանակ, քանի դեռ չի մշակվել և ներդրվել այնպիսի համակարգ, որը կապահովի մատակարարումների ամբողջական վերահսկողությունն ու անվտանգությունը։

Սա պարզապես հերթական տեխնիկական որոշում չէ։ Խնդիրը շատ ավելի խորքային է, քանի որ խոսքը վերաբերում է Հայաստանի գյուղատնտեսական արտահանման կարևոր ուղղություններից մեկին։ Տարիներ շարունակ ռուսական շուկան եղել է հայկական գյուղմթերքի հիմնական սպառողը, իսկ բազմաթիվ գյուղացիական տնտեսություններ իրենց արտադրանքը իրացնում են հենց այդ շուկայում։

Ստեղծված իրավիճակը հերթական անգամ ցույց է տալիս, որ Հայաստանի գյուղատնտեսական քաղաքականության մեջ շարունակում են մնալ համակարգային խնդիրներ։ Երբ արտահանման հիմնական ուղղության հետ առաջանում են նման բնույթի դժվարություններ, առաջին հարվածը ստանում են գյուղացիները, վերամշակող ընկերություններն ու արտահանողները։ Նրանք ստիպված են լինում բախվել լրացուցիչ ծախսերի, իրացման խնդիրների և ֆինանսական անորոշության հետ։

Առավել մտահոգիչ է այն հանգամանքը, որ սահմանափակումը վերաբերում է այնպիսի ապրանքների, որոնց արտահանումը հատկապես ակտիվանում է գյուղատնտեսական սեզոնի ընթացքում։ Եթե խնդիրը երկարատև բնույթ կրի, կարող են առաջանալ իրացման լուրջ դժվարություններ, իսկ դա անմիջական ազդեցություն կունենա գյուղացիական տնտեսությունների եկամուտների վրա։

Ռուսական գերատեսչությունը նաև ակնարկել է, որ Հայաստանի վերահսկող մարմինների աշխատանքում առկա են թերություններ, և ոլորտի կարգավորումը բավարար արդյունավետությամբ չի իրականացվում։ Անկախ նրանից, թե որքանով են հիմնավորված այդ գնահատականները, ակնհայտ է, որ ստեղծված իրավիճակը պահանջում է արագ և արդյունավետ արձագանք։

Այս զարգացումները հերթական անգամ ընդգծում են, որ արտահանման շուկաների հետ աշխատանքը պահանջում է ոչ միայն քաղաքական հայտարարություններ, այլև ամենօրյա, համակարգված և մասնագիտական աշխատանք։ Հակառակ դեպքում նման սահմանափակումները կարող են վերածվել ոչ միայն տնտեսական, այլև սոցիալական լուրջ խնդրի՝ հարվածելով հազարավոր ընտանիքների բարեկեցությանը։

Հայաստանի գյուղատնտեսությունն այսօր կանգնած է կարևոր ընտրության առաջ։ Կամ կձևավորվեն այնպիսի մեխանիզմներ, որոնք կբարձրացնեն արտադրանքի վերահսկողության, սերտիֆիկացման և արտահանման համակարգերի արդյունավետությունը, կամ ոլորտը շարունակաբար կհայտնվի նման ճգնաժամերի առաջ՝ կորցնելով մրցունակությունն ու արտաքին շուկաներում իր դիրքերը։

Այս պահին ամենակարևոր հարցը մնում է նույնը՝ որքան արագ կկարողանան պատասխանատու կառույցները լուծել առաջացած խնդիրները և վերականգնել հայկական արտադրանքի անխափան մուտքը այն շուկա, որտեղից կախված են հազարավոր գյուղացիների և արտադրողների եկամուտները։
