«Փաստ» օրաթերթը գրում է.

Տարածքային կառավարման և ենթակառուցվածքների նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Հայաստանի Հանրապետության վարչատարածքային բաժանման մասին» և «Տեղական ինքնակառավարման մասին» օրենքներում։ 2016 թվականի փետրվարի 14ից ի վեր իրականացվել է համայնքների միավորման 96 ծրագիր, ինչի արդյունքում 908 համայնքի միավորման արդյունքում ձևավորվել է 63 համայնք, նախագծի ընդունման արդյունքում դրանց թիվը կդառնա 61։ Վարչատարածքային բարեփոխումների ծրագրի շրջանակներում համայնքների միավորումն իրականացվել է հիմնականում երկու մոդելով՝ «փնջային» և «շրջանային»: 2018, 2019, 2021 թվականներին համայնքների միավորման թեմայով անցկացված հանրային քննարկումների ընթացքում բնակչության մեծամասնությունը հակված է եղել համայնքների միավորման «շրջանային» մոդելին: 2021 թվականին իրականացված համայնքների միավորման ծրագրերի գերիշխող մասն իրականացվել է այդ տրամաբանությամբ:

Նախագծով նախատեսվում է ձևավորել հետևյալ համայնքային փնջերը.

Առաջին՝ Արարատի մարզի Արարատ, որում ներառվել են ներկայիս Արարատ և Վեդի համայնքները՝ վերջիններիս կազմում ընդգրկված 32 բնակավայրով, ընդ որում՝ պատմական փաստերը վկայում են, որ Վեդի քաղաքը մինչև 1995 թվականի վարչատարածքային բաժանումը ունեցել է քաղաքատիպ ավանի կարգավիճակ։ Խորհրդային Հայաստանում 1920-ական թվականներից սկսած վարչական վերափոխումների արդյունքում Վեդին դարձավ Վեդու շրջանի կենտրոն, իսկ հետագայում՝ Արարատի շրջանի կենտրոն (մինչև շրջանների վերացումը՝ 1995 թվական):

Երկրորդ՝ Լոռու մարզի Վանաձոր, որում ներառվել են ներկայիս Վանաձոր և Փամբակ համայնքները՝ վերջիններիս կազմում ընդգրկված 22 բնակավայրով, ընդ որում՝ Փամբակ համայնքը ձևավորվել է 2021 թվականին «Հայաստանի Հանրապետության վարչատարածքային բաժանման մասին» օրենքում կատարված փոփոխությունների արդյունքում։ Փամբակ համայնքը կազմված է 18 գյուղական բնակավայրից, որի վարչական կենտրոնը համարվում է Փամբակ գյուղը։ Վանաձոր և Փամբակ համայնքների միավորման արդյունքում կունենանք Վանաձոր համայնքը, որի վարչական կենտրոնը կլինի Վանաձոր քաղաքը։ Այսպիսով, առաջարկվող ծրագրերում ներգրավված է լինելու 4 համայնք, 54 բնակավայր, որոնց միավորման արդյունքում ձևավորվելու է 2 համայնք:

Ըստ նախագծի հեղինակների, «Տեղական ինքնակառավարման մասին» օրենքում լրացումներ և փոփոխություն կատարելու նպատակն է նշված համայնքներում նշանակել համայնքի ավագանու ընտրություն, միավորվող համայնքների տեղական ինքնակառավարման մարմինների լիազորությունները դադարեցնելու և միավորված համայնքների տեղական ինքնակառավարման մարմինների լիազորությունների ստանձնման ժամկետների վերաբերյալ օրենքով տալ իրավակարգավորումներ: Մասնավորապես՝ սահմանվում է, որ ընտրությունների արդյունքների պաշտոնական հրապարակումից հետո՝ հինգերորդ օրը, իսկ ընտրությունների արդյունքները դատարան բողոքարկելու դեպքում դատական ակտի հրապարակման օրվան հաջորդող օրը միավորվող համայնքների տեղական ինքնակառավարման մարմինների լիազորությունները համարվում են դադարած և այդ նույն օրը միավորված համայնքների ավագանիների անդամները ստանձնում են իրենց լիազորությունները: Միավորվող համայնքների ՏԻՄ-երի լիազորությունները տարբեր ժամկետներում ավարտվելու հիմքով՝ որոշ համայնքների ՏԻՄ-երի լիազորությունները վաղաժամկետ կդադարեցվեն: Ընտրությունների օրը կնշանակի մարզպետը՝ համաձայնեցնելով ԿԸՀ-ի հետ:
