Խաղաղության անունից հանդես եկող իշխանությունը սեփական քաղաքական օրակարգի շուրջ անհամաձայնությունը հաղթահարելու միջոց է հայտարարում հանրային ճնշումը. Ա. Հովասափյան

Նախօրեին Փաշինյանն ԱԺ ամբիոնից բավական ուշագրավ հայտարարություն արեց։ Խոսելով սահմանադրական փոփոխությունների և ընդդիմության դիրքորոշման մասին՝ նա հայտարարեց, որ «ընդդիմության նկատմամբ հանրային ճնշում է գեներացվելու, և կառավարող մեծամասնությունը պետք է առաջնորդի այդ ճնշումը»։

Այս հայտարարությունը լուրջ քաղաքական հետևանքներ ենթադրող մոտեցում է և արժանի է շատ ավելի խորքային դիտարկման։ Ըստ էության՝ խոսքը սովորական քաղաքական քարոզչության կամ սահմանադրական փոփոխությունների շուրջ հանրային քննարկում կազմակերպելու մասին չէ։ Փաշինյանը բացահայտ հայտարարում է, որ իշխանությունն իր քաղաքական ռեսուրսներն ուղղելու է ընդդիմության նկատմամբ հանրային ճնշում ձևավորելուն և այդ գործընթացը ղեկավարելուն։

Փաստացի՝ իշխանությունը փորձում է սահմանադրական փոփոխությունների շուրջ քաղաքական անհամաձայնությունը ներկայացնել որպես խաղաղության գործընթացին հակադրվելու դրսևորում։ Այստեղ է Նիկոլի հիմնական բլեֆը, որ ով դեմ է Սահմանադրության փոփոխությանը, նա պատերազմ է ուզում: Այս տրամաբանությամբ ընդդիմության ցանկացած առարկություն ներկայացվելու է ոչ թե որպես քաղաքական այլընտրանք կամ սահմանադրական հարցերի շուրջ օրինաչափ տարաձայնություն, այլ որպես խաղաղությանը խոչընդոտելու փորձ։ Այսպիսով, քաղաքական ընդդիմախոսին աստիճանաբար դուրս են մղում ընդունելի քաղաքական մրցակցության դաշտից։

Երկրորդ՝ այստեղ առանձնահատուկ վտանգավոր է իշխանության ստանձնած դերը։ Ժողովրդավարական պետությունում իշխանությունը պատասխանատու է հասարակական համերաշխության, քաղաքական ազատությունների և տարբեր դիրքորոշումների խաղաղ համակեցության ապահովման համար։ Իսկ Փաշինյանի հայտարարության տրամաբանությամբ իշխանությունը պատրաստվում է դառնալ հասարակության մի հատվածի կողմից մյուս հատվածի նկատմամբ ճնշում գործադրելու գործընթացի կազմակերպիչն ու առաջնորդը։ Սա արդեն իշխանություն-ընդդիմություն դիելամյից դուրս եկող և քաղաքացիական բախումների համար տրիգերի պես մի բան է, որը մեծ հեռանակար ունի լուրջ ու խորը հետևանքների (չմոռանանաք, որ օրերս էլ ակնարկում էր սոցիալիստական հեղափոխության ռեպրեսիաների մասին)։

Այլ կերպ ասած՝ նախ վերադարձել ենք 2018-ի հեղափոխական տրամաբանության դաշտ և «թավշա»-ի փոխարեն սկսվելու է կիրառվել դասական պետական մամլիչը: Ասել կուզե՝ նոր ռեպրեսիաների ու պետական տեռորի ալիքը հեռու չէ:
 
Պարադոքսն այն է, որ խաղաղության անունից հանդես եկող իշխանությունը սեփական քաղաքական օրակարգի շուրջ անհամաձայնությունը հաղթահարելու միջոց է հայտարարում հանրային ճնշումը։ Իսկ այդ ճնշման հնարավոր հետևանքների համար պատասխանատվությունից իշխանությունը չի կարող խուսափել։ Իսկ եթե ավելի կարճ՝ խնդիրը վաղուց արդեն դուրս է եկել զուտ սահմանադրական գործընթացի շրջանակներից։
