Վերջերս ադրբեջանական Trend լրատվական գործակալությունը հոդված էր տպագրել , որում նշվում էր, որ Ադրբեջանը չի վախենում նավթի մեկ բարելի դիմաց $60 գնից: Սակայն Brent տեսակի նավթի գինը տատանվում է մոտովորապես $60-ի շուրջ, ուստի Բաքուն արդեն իսկ վախենալու բան ունի:
Բաքվի 2015թ-ի պետական բյուջեն հաշվարկված է յուրաքանաչյուր նավթի բարելի դիմաց $90: Ըստ վերլուծաբանների, կառավարության բյուջեի մոտովորապես 53.5 տոկոսը` 19,4 մլրդ-մանաթ ($ 24.7 մլրդ դոլար) պետական նավթային հիմնադրամի եկամուտն է կազմում, և բյուջեի 20 տոկոսն էլ նավթային ընկերությունների կողմից տրամադրվող հարկերն են:
Կառավարությունը, հիմա, պնդում է, որ բյուջեն կարող է հաղթահարել նավթի ավելի ցածր գները: Սակայն մի շարք պաշտոնյաներ կարծում են, որ այդ գները նորից բարձրանալու են:
Ավելին «Ռոսիա 24» հեռուսատաընկերությանը տված հարցազրույցի ժամանակ Ադրբեջանի նախագահ Իլհամ Ալիևը նշել է, որ նավթի գների անկումը բացասական ազդեցություն կունենա կառավարության բյուջեի նախագծերի վրա, չնայած նրան, որ նախագահը պնդում է, որ ենթակառուցվածքային նախագծերը կարող են կրճատվել:
Ըստ տնտեսագետ Սամիր Ալիևի, եթե կառավարությունը դադարեցնի նման նախագծերը, դա կհանգեցնի գործազրկության մեծ աճի: Նա նաև պնդել է, որ նավթի գնի անկումը նշանակում է, որ այս տարի նավթային հիմնադրամը արդեն ակնկալում է 2,5 միլիարդ մանաթ դեֆիցիտ (մոտ $ 3.1 մլրդ):
Նավթի հիմնադրամը միակը չէ, որ տուժում է նավթի գների անկումից, ըստ տնտեսագետ Ալիևի, Կենտրոնական բանկի պահուստների վրա նույնպես այն արդեն ազդեցություն է ունեցել:
Կառավարության քննադատաները նշում են, որ իշխանությունները լավ աշխատանք չեն կատարել երկիրը ծանր ժամանակներին պատրաստելու հարցում:
«Նրանք պետք է պայքարեին կաշառակերության դեմ, դիվերսիֆիկացնեին պետական բյուջեի եկամուտները, խրախուսեին փոքր և միջին ձեռնարկություններին»,-նշել է տնտեսագետ Նաթիգ Ջաֆարլին: Արդյունքում փոքր և միջին ձեռնարկությունները կազմում են ՀՆԱ-ի միայն 1.7 տոկոսը:
Թե որքան կբարձրանան նավթի գները մոտակա շաբաթների ընթացքում դժվար է կանխատեսել: Միայն մի բան է ակնհայտ, որ Ադրբեջանի կառավարության լայնածավալ ծախսերը պետք է կրճատվեն և պետական բյուջեն ակնհայտ խնդիրներ կունենա
