Օրեր առաջ կառավարության նիստում վարչապետ Հովիկ Աբրահամյանին ակնհայտորեն նյարդայնացրեց այն փաստը, որ Տրանսպորտի և կապի նախարարությունը վերահաշվարկ է կատարել և ավելացրել է ճանապարաշինական ծրագրերից մեկի գումարները: Երբ կառավարության ղեկավարը վերապահումներ է հայտնել վերկայացված առաջարկին՝ Տրանսպորտի և կապի փոխնախարար Արթուր Առաքելյանը ասել է, թե հարցն իրենք կքննարկեն, իսկ Հովիկ Աբրահամյանը բավականին կոպիտ պատասխանել է. «Ինչ կքննարկեք, ձեր գործերը նորմալ արեք, քննարկել պետք չի»:
Վարչապետը նյարդայնացել է, երբ հարցը վերաբերվում է մի ինչ որ «չնչին» 5.5 միլիոնի, իսկ ի՞նչ կկատարվի պատասխանատու կառույցների հետ, եթե մանրամասն հետազոտության ենթարկվեն, ասենք, նախորդ տարի իրականացված ճանապարհաշինական ծրագրերը: Ինչու նախորդ տարի, որովհետև ճանապարհաշինական, տրամաբանական, մարդաբնաբարոյագիտական բոլոր նորմերը հուշում են, որ մեկ տարի առաջ կառուցված ճանապարհը պետք է լինի, մեղմ ասած, բարվոք վիճակում, եթե ոչ իդեալական: Բայց, արի ու տես, ոլորտում այնպիսի օրինակներ կան, որից ոչ միայն նյարդայնանալ, այլ հիվանդանալ կարելի է ընդհանրապես:
Ով առիթ է ունեցել երթևեկելու Երևան - Ապարան ճանապարհահատվածով, հավանաբար ականատես է եղել Ապարան մուտքի հատվածում մեռնող ասֆալտի վերջին, թախծոտ հայացքին: Այդ հայացքը բազմանշանակ է, խոսուն՝ փրկեցեք ինձ, ես մեկ տարեկան եմ, բայց կոռուպցիայի մետաստազները տարածվել և քայքայել են ջահել օրգանիզմս: Անմիջապես Ապարան մտնելիս քեզ դիմավորում են երկու «հրաշալի» անակնկալ՝ մի հսկայական փոս, որին «հանդիպելիս, եթե մեկին մի կտոր հաց ունես տված, բարեբախտություն կունենաս վնասելու մեքենայիդ անվահեծն ու պայթեցնելու անիվը, վատագույն դեպքում զրկվելու մեքենայիդ ողջ ընթացքային մասից, իսկ մյուս անակնկալն, անշուշտ, պարոն 50 տոկոսի հեղինակային ծառայությունն է՝ արագաչափը...
Հիմա ես, շարքային վարորդս, ամեն անգամ նկատում եմ ակնհայտորեն մեռնող մեկ տարեկան ասֆալտն ու բյուջեի պակասորդի մեծությամբ փոսը, իսկ ոլորտի պատասխանատուները, չգիտես ինչու, չեն նկատում: Ես չգիտեմ՝ սա վարչապետի մակարդակի «ներվայնանալու» հարց է, թե ոչ, բայց որ հազարավոր վարորդների նյարդերը բազմիցս տեղի են տալիս և նրանք մտքում ու բարձրաձայն իրենց սերն են արտահայտում «հեղինակների» հասցեին՝ ակնհայտ փաստ է:
Իսկ այն, որ Հայաստանում մեկ տարեկան ասֆալտը կարող է ոչնչանալ բոլորիս աչքի առաջ և ոչ ոք դրա համար կարող է պատասխանատվության չենթարկվել, արդեն, ինչպես ասում են, բժշկական փաստ է...
