ՀՀ ԱԺ պատգամավոր Հրանտ Բագրատյանը ֆեյսբուքյան իր էջում գրել է.
«2 օր առաջ ԱՎԾ-ն հրապարակեց 2014-ի առաջին կիսամյակի ՀՀ սոցիալ-տնտեսական իրավիճակը բնութագրող հիմնական մակրոտնտեսական ցուցանիշները։ Ըստ այդմ ՏԱՑ-ը 2014-ի առաջին կիսամյակին 2013-ի նույն ժամանակաշրջանի համեմատությամբ կազմել է 3.4%։ Սա ցածր ցուցանիշ է։ Նախորդ կառավարության համապատասխան ցուցանիշը (ավելի ճիշտ ՀՆԱ-ն) 2014-ի առաջին եռամսյակի համար կազմել է 3.1%։ Այսպիսով, կոպիտ ասած, “առաջընթացը” սոսկ 0.3% է, իսկ ՏԱՑ-ը ՏԱՑ-ի հետ համեմատելիս՝ բացակայում է։ Բայց մ՞իթե կարելի է համեմատվել նախորդ կառավարության հետ և ասել մի փոքր բարելավվել է վիճակը։ Նախորդը պարզապես թյուրիմացություն էր և 6 տարի թոզ էր փչում աչքներիս։ Առավել ևս, որ տնտեսության հիմնական ճյուղերում (արդյունաբերություն, գյուղատնտեսություն և շինարարություն) աճ համարյա թե չկա։ Արտահանումն աճել է 0.8, իսկ ներմուծուները 1.1%-ով։ Այստեղ էլ խնդիր կա. քանի անգամ խնդրել ենք ԱՎԾ-ին այս թվերը տալ նաև համադրելի գներով (չ՞է որ արտահանման ու ներմուծման դոլարային գները փոփոխվում են)։ Փոքրիկ դրական տեղաշարժ նկատվում է միայն ծառայությունների ոլորտում։
Իհարկե, ինչպես ասել եմ ավելի վաղ, նոր կառավարության գործունեության առաջին, հստակ գնահատականները կարելի է տալ հոկտեմբերի վերջին, երբ նա գոնե մի կես տարի աշխատած կլինի և պարզ կլինի նաև, թե ԱԺ ներկայացվա՞ծ են այն օրենսդրական փոփոխությունները, որոնք խոստացվել են կառավարության ծրագիրը հրապարակելիս։ Սակայն այսօր կարող եմ ասել. ավելին էինք սպասում։ 3 ամսում կառավարությունը 1-2 բարեփոխիչ քայլ է արել։
Օրինակ, սկսել են վերադարձնել զբոսաշրջիկների ԱԱՀ-ն։ Բայց սա պահանջվողի 1 տոկոսն էլ չէ։ Ին՞չ մի դժվար է աճացնել այս երկրի տնտեսությունը։ Ահա ձեզ մի քանի հասարակ քայլ, որոնցից մի քանիսն, ի դեպ, կային նաև կառավարության ծրագրում։ Առաջին, հավասար հարկային դաշտ բոլորի համար։ Երբ ասում ենք, որ փոքր ու խոշոր բիզնեսները հավասար են հարկվում, ապա պիտի հասկանանք, որ խոշորի մոտ մասշտաբի էֆեկտ կա և այն պետք է չեզոքացվի։ Միայն դրանից հետո դաշտերը կհավասարվեն։ Չի կարելի ընդունելի համարել հարկային համակարգի էպիզոդիկ կամ ֆրագմենտար փոփոխությունները։ Այն պետք է փոխվի ամբողջովին ու միանգամից։ Միկրոբիզնեսին այս կամ այն հարկահեսակով տեղային արտոնություն տալով մենք ոչ թե խնդիր ենք լուծում, այլ խորացնում ենք այն։ Եթե բիզնես չկա, ինչքան ուզում ես արտոնություն տուր։ Իսկ բիզնես չկա, որովհետև հարկային դաշտը (ընդհանուրը) հավասարապես բաշխված չէ։
Երկրորդ, ներդրումների ժողովրդականացում և պետական աջակցություն։ Հերիք է, որ այս երկրի զարգացման հենասյունը միայն խոշոր գործարարներն (դրսի և ներսի) ու բարերարները լինեն ։ Երկիրը ժողովուրդը պետք է կառուցի։ Պետք է ապակենտրոնացնել ներդրումները։ Պետք ներդրումային հիմնադրամների և ներդրումային բանկերի միջոցով երկրի զարգացմանը ներգրավել հարյուր հազարավոր, միլիոնավոր հայերի միջոցները։ Պետությունը պետք է օգնի ձևավորելու կլաստերներ և երաշխավորի որոշ ռազմավարական ներդրումների նվազագույն եկամտաբերություն։
Երրորդ, բոլոր գերիշխող կամ մենաշնորհային դիրք ունեցող ընկերությունները, բանկերը, հեռախոսային օպերատորները, Գազպրոմ Հայաստանը, ՀԷՑ-ը, Քաջարանը, Թեղուտը, Ագարակը, Ղափանը, Սիթին ու ՍԱՍ-ը և այլն պետք է լինեն ԲԲԸ կարգավիճակով և սակարկվեն ֆոնդային շուկայում։
Չորրորդ, , ֆինանսական համակարգը պետք է ապապետականացվի, ԿԲ պետք է դադարի անընդհատ փրկել այս կամ այն բանկին, եկամուտներ ապահովի բյուջեի համար։
Հինգերորդ, համայնքները, տեղական ինքնակառավարման մարմինները պետք է ունենան ամրագրված բավարար միջոցներ, չպետք է փող մուրան Երևանից։ Այս ցուցակը կարելի հարյուրապատկել։ Ի՞նչը կամ ո՞վ է խանգարում այդ ամենն անելուն։ 90-ականների սկզբներին իրականացված ռեֆորմների շնորհիվ մի շարք տարիներ երկնիշ աճ ունեցանք։ Բայց վերականգնողական աճի ռեզերվները սպառվեցին 2007թթ։ Հիմա այլ մոտեցում է պետք։ Նախորդ կառավարությունը սա չհասկացավ։ Իսկ նո՞րը»։
