Մի շարք չափանիշներ, որոնք ներկայացվել էին Ուկրաինային, որպես Ռուսատանի կողմից փոխառությունների տրամադրման պայման, խախտվում են, ինչի արդյունքում էլ Մոսկվան կարող է Կիևից պահանջել 3 մլրդ դոլար պարտքի վաղաժամկետ մարում։ Այս մասին տեղեկացնում է Orer.am-ը՝ վկայակոչելով Ռուսաստանի Դաշնության կառավարության աղբյուրին:
«Իրավիճակը, որն առաջացել է Ուկրաինայի տնտեսական և ֆինանսական ոլորտում, վկայում է այն մասին, որ մի շարք չափանիշներ, որոնք հանդիսացել են Ուկրաինային Ռուսատանի կողմից փոխառությունների տրամադրման պայման, խախտվում են։ Շատ հնարավոր է, որ Ռուսաստանը ստիպված լինի մոտ ապագայում Ուկրաինայից պահանջել 3 մլրդ դոլարի պարտքի վաղաժամկետ մարում»,- հայտնում է աղբյուրը:
Ավելի վաղ այն աղբյուրները, որոնք քաջատեղյակ էին Ուկրաինային տնտեսական օգնության տրամադրման բանակցությունների ընթացակարգին, հայտնել էին, որ Ռուսաստանին կարող են առաջարկել տեղափոխել 3 մլրդ դոլարի ուկրաինական եվրոպարտատոմսերի մարման ժամկետը 2015թ. վերջից, նվազագույնը մինչև Արժույթի միջազգային հիմնադրամի (ԱՄՀ) ծրագրի ավարտը, որը կշարունակվի մի քանի տարի, հակառակ դեպքում միջազգային ֆինանսական ինստիտուտները կարող են հրաժարվել գումար հատկացնել Ուկրաինային:
Ինչպես բացատրել է գործակալության զրուցակիցներից մեկը, որը լավատեղյակ է Կիևի ու ԱՄՀ-ի միջև բանակցությունների ընթացքին, 2015թ. Ուկրաինան պետք է վճարի 6,5 մլրդ դոլար, որոնցից գրեթե կեսը Ռուսաստանին ունեցած պարտքն է,իսկ ԱՄՀ-ին ընդամենը 1,5 մլրդ դոլար է պարտք:
Ուկրաինան գտնվում է ծանր քաղաքական ճգնաժամի մեջ, որը ազդում է երկրի տնտեսության ու բյուջետային ոլորտի վրա, փաստացի երկիրը դեֆոլտի եզրին է: Իշխանությունները ցանկանում են երկրում ստեղծված իրավիճակը փրկել արտասահմանից եկող դրամական միջոցների օգնությամբ: ԱՄՀ-ն Ուկրաինայի համար բացել է 17,1 մլրդ դոլար արժողությամբ երկամյա վարկային ծրագիր: Այդ գումարից 4,6 մլրդ դոլարը Կիևն ստացել է 2014 թվականին, իսկ մնացած միջոցները պետք է հատկացվեն 2015 թվականին:
Կիևին ֆինանասական օգնություն տրամադրել են նաև Համաշխարհային բանկը, Եվրոպական ներդրումային բանկն ու մի շարք երկրներ: Ընդհանուր առմամբ 2014թ. Ուկրաինան ստացել է մոտ 9 մլրդ դոլար ֆինանսական օգնություն:
Ուկրաիանայի եվրոպարտատոմսերում 15 մլրդ դոլարի ներդրում կատարելու որոշումը Ռուսաստանը կայացրել էր 2013 թվականին: Դրանից հետո գնվել էր 3 մլրդ դոլարի տրանշը 2 տարի ժամկետով: Մնացած 12 մլրդ դոլարը Ուկրաինային չէր հատկացվել: Ռուսաստանը մերժումը բացատրել էր Ուկրաինայում իշխանության անօրինական փոփոխությամբ։
