Ռուսական սահմանապահները ձերբակալել են առանձնահատուկ ծանր հանցանք կատարելու մեջ կասկածվող անձին, ով փորձում էր հատել հայ-թուրքական սահմանը: Ինչպես «Արմենպրես»-ին տեղեկացրին Հայաստանում ՌԴ Անվտանգության դաշնային ծառայության սահմանապահ վարչությունից, կասկածյալը ձերբակալվել է Բայանդուր գյուղի մոտակայքում:
Գյումրիում կատարված դեպքերի հետ կապված' Հայաստանում ՌԴ անվտանգության դաշնային ծառայության սահմանապահ վարչությունն իրականացրել է սահմանի առանձնահատուկ խստացված հսկողություն: Հայ-թուրքական սահմանի երկայնքը շրջափակված էր, և այն հսկվում էր սահմանապահների կարգախմբերով' սպաների գլխավորությամբ, որպեսզի հնարավոր լիներ կանխել օրինախախտի հնարավոր ներթափանցումը դեպի Թուրքիա:
Այսպիսով, հունվարի 13-ին' ժամը 00:15-ին, սահմանապահ խումբը, որը բաղկացած էր Գյումրիի սահմանապահների խմբից, սահմանից մոտ 2000 մ հեռավորության վրա նկատել է անհայտ անձի, ով շարժվում էր դեպի պետական սահմանը:
Թույլ տալով անհայտ անձին մոտենալ հայ-թուրքական սահմանապահ կարգախմբին՝ կարգախմբի ավագը հրամայել էր նրան կանգ առնել, սակայն նա շարունակել է քայլել: Այնուհետ սահմանապահը բացականչել է. «Կանգ առ, այլապես կկրակեմ», սակայն դա էլ չի կանգնեցրել նրան: Դրանից հետո կարգախմբի ղեկավարն իրականացրել է մեկ, նախազգուշական կրակոց դեպի վեր ԱԿ-74 ավտոմատից, որով ստիպել է օրինախախտին պառկել գետնին: Այսպիսով, հաջողվել է օրինախախտին ձերբակալել Բայանդուր գյուղից 700 մ դեպի հյուսիս հեռավորության վրա:
Սահմանախախտը քաղաքացիական հագուստով է եղել: Զննության ընթացքում անձը հաստատող փաստաթղթեր չեն հայտնաբերվել, ունեցել է բջջային երեք հեռախոս, գրպանի էլեկտրական լապտեր, 6 հազար դրամ:
Ֆիլտրացիոն միջոցառումների ընթացքում հաստատվել է, որ ձերբակալվածը 102-րդ ռազմական բազայի զինծառայող, շարքային Վ.Պ. Պերմյակովն է:
Հայաստանում ՌԴ Անվտանգության դաշնային ծառայության սահմանապահ վարչության պետ գեներալ-մայոր Վ.Վ. Բիրյուկովի որոշմամբ' ձերբակալվածը հանձնվել է 102-րդ ռազմական բազայի հրամանատարին' կայազորի ռազմական դատախազի եւ ռազմաքննչական բաժնի ներկայացուցիչների ներկայությամբ:
