Արդեն տևական ժամանակ է` տարբեր լրատվականների և հասարակության լայն զանգվածների կողմից բուռն քննարկման առարկա է դարձել ՀՀ Մաքսային միությանը անդամակցելուց հետո Հայաստանի տարածք ներկրվող ավտոմեքենաների մաքսազերծման սպասվելիք փոփոխությունները: Բանն այն է, որ Մաքսային միության անդամ մյուս երկրներում (Ռուսաստան, Բելառուս, Ղազախստան) արտասահմանյան ավտոմեքենաների ներկրման համար նախատեսվող տուրքերն ու մաքսավճարները շատ ավելի բարձր են, քան ՀՀ-ում գործողները:
Եղան բազմաթիվ տեսակետներ այն մասին, որ Հայաստանի ՄՄ մուտք գործելուց հետո, կսկսի գործել մեքենաների մաքսազերծման միասնական համակարգը, ինչի արդյունքում կբարձրանա մաքսազերծման արժեքը, որն էլ կբերի ավտոմեքենաների գների թանկացման: Սակայն, ինչպես պարզ դարձավ պատկան մարմինների վերջին հրապարակումներից, առաջիկա 5 տարիների ընթացքում մաքսատուրքերը չեն բարձրանա, ուստի չեն փոփոխվի նաև մեքենաների գները:
Ներկայումս մեր երկրում ավտոմեքենաների մաքսազերծումն իրականացվում է մեքենաների գնահատված արժեքի հիման վրա՝ 1998-2002 թվականների արտադրության մեքենաների համար մաքսավճարը հաշվարկվում է գնահատված արժեքի 42 տոկոսի չափով, 2003-2010 թվականների արտադրության մեքենաների համար՝ 34 տոկոսի չափով եւ 2010 թվականից հետո արտադրված մեքենաների համար՝ 32 տոկոսի չափով: Սրան գումարած այլ հարկեր, տուրքեր, վճարներ եւ այլն, օրինակ՝ բնապահպանական վճարները:
Այս օրենսդրական փաթեթը Մաքսային միության անդամ ՀՀ-ում կգործի 5 տարի ժամկետով` մինչև 2020 թվականի հունվարի 1-ը: Սրա հետ մեկտեղ Մաքսային միության տարածքում կգործի առանց մաքսատուրքերի սկզբունքը։ Այսինքն՝ ՄՄ անդամ երկրներից մեքենաների ներկրումը լրացուցիչ մաքսազերծում չի պահանջի, և անհրաժեշտ կլինի վճարել միայն ավելացված արժեքի հարկը (մոտ 20 տոկոս):
Հավելենք, որ վերավաճառողների զեղծարարություններից խուսափելու համար Հայաստանից ՄՄ երկրներ ավտոմեքենաների արտահանման դեպքում կգործի հետևյալ սկզբունքը․ մինչև 2013 թվականի հոկտեմբերի 1-ը ՀՀ ներկրված մեքենաների համար որևէ մաքսատուրք չի կիրառվի, սակայն դրանից հետո ներկրված ավտոմեքենաները ՄՄ այլ երկրներ մուտք գործելու դեպքում, անհրաժեշտ կլինի վճարել ՄՄ օրենսդրությամբ սահմանված լրացուցիչ մաքսատուրքերը և համապատասխան վճարները:
Նշենք նաև, որ վերջին 5 տարիների ընթացքում տարեկան Հայաստան է ներկրվել 30-35 հազար ավտոմեքենա:
