Հայաստանի ԶՈՒ գլխավոր շտաբի պետ Յուրի Խաչատուրովը իրավաբան չի մասնագիտությամբ և չի կարող ի պաշտոնե գնահատական տալ: Այս մասին այսօր Շիրակի մարզի դատախազությունում լրագրողների հետ հանդիպման ժամանակ ասաց ՀՀ գլխավոր դատախազ Գևորգ Կոստանյանը: Հիշեցնենք, որ Գյումրիում Մոսկվայից ժամանած քննչական հատուկ հանձնաժողովի անդամների մասնակցությամբ փակ խորհրդակցության ժամանակ Յուրի Խաչատուրովը կայքերից մեկի հետ զրույցում հայտարարել էր, որ Գյումրիում հայկական ընտանիքի 6 անդամներին սպանած ռուս զինվորական վալերի Պերմյակովին Հայաստանում են դատելու: Նշենք, որ այսօր ՀՀ գլխավոր դատախազ Գեւորգ Կոստանյանը լրագորղների հետ հանդիպման ժամանակ նշել է, որ նախ տվյալ անձը կատարել է զինվորական հանցագործություն (դասալքություն), ապա նոր սպանություններ գործել Գյումրիում, որը զինվորական հանցագործություն չէ: Նրա խոսքով՝ առաջին դեպքում գործը ՌԴ իրավազորության ներքո է, իսկ երկրորդ հանցագործության մասով իրավազորությունը պատկանում է Հայաստանին: Ըստ նրա՝ ՀՀ օրենսդրության բացարձակ կիրառում չի կարող լինել, որովհետև Հայաստանն ունի միջազգային պայմանագրեր, որոնք մեր օրենսդրության մաս են: «Որևէ պաշտոնայի կողմից որևէ իրավական դրույթի մեկնաբանությունը տվյալ պաշտոնատար անձի կարծիքն է: Նույն Յուրի Խաչատուրովը, ով ՀՀ ԶՈՒ գլխավոր շտաբի պետն է, կարող է  փաստի կապակցությամբ իր կարծիքը և մտահոգությունը հայտնել, բայց որևէ մեկը ֆորմալ առումով չի կարող գնահատական տալ, դրանք բոլորը կարծիքներ են, որոնք մենք լսում ենք, բայց դա չի նշանակում, որ այդ կարծիքները մինանշական ճիշտ են, նրանք արտահայտում են իրենց դիրքորոշումը և ցանկությունը, իհարկե, լավ կլիներ, բոլորիս կողմից ընդունելի կլիներ, բայց մենք ունենք միջազգային այլ կարգավորումներ: Սա այն հարցն է, որ անպայման չի անձը իրավաբան լինի մասնագիտությամբ, որպեսզի այս երկու հոդվածները իրար համադրի: Ես վստահ եմ, որ մեր պաշտոնյաներից շատերը չգիտեն և պարտավոր չեն իմանալ յուրաքանչյուր ՀՀ միջպետական պայմանագրի կանոնները, բացառությամբ նրանց, ովքեր ի պաշտոնե պարտավոր են տեղյակ լինել»,-ասաց Կոստանյանը:
