Գյումրիում կատարված ոճրագործության առաջին իսկ պահից Հայաստանի իշխանության գործողությունները բացարձակ անհամարժեք են տեղի ունեցածին, ինչի հետևանքով սրվել է իրավիճակը՝ հանգեցնելով ժողովրդի և ոստիկանության միջև բախումների։ Այս մասին ասվում է Հայ Ազգային Կոնգրեսի տարածած հաղորդագրությունում:
Բավականաչափ ժամանակ ունենալով հանդերձ՝ համապատասխան մարմինները, անփութություն ու ոչ կոմպետենտություն դրսևորելով, չկարողացան ժամանակին հայտնաբերել ու ձերբակալել հանցագործին, ինչն անբեկանելի իրավական հիմքեր կտար քննության և դատապարտման ողջ գործըթացն իրականացնել Հայաստանի պատկան մարմինների իրավասության ներքո։ Դրա հետևանքով ստեղծվել է խճճված մի իրավիճակ, որը հարուցել է հանրության իրավացի դժգոհությունն ու անվստահությունը: Նման վիճակում Հայաստանի իշխանությունները պետք է հանրությանը ներկայացնեին իրավիճակի առանձնահատկությունները և առաջարկեին խնդրի լուծման իրատեսական ուղիներ: Հայաստանն այսօր, ցավոք սրտի, չունի ժողովրդի վստահությունը վայելող այնպիսի իշխանություն, որը կարողանար այդ խնդիրը լուծել, չունի այնպիսի նախագահ, որի խոսքը կլիներ հիմնավորված և վստահություն կներշնչեր հանրությանը: Զրոյական հեղինակություն ունեցող իշխանությունը, իրավիճակից ելք չկարողանալով գտնել, հանրությանը համոզիչ պատասխան տալու փոխարեն դիմում է իր համար միակ մատչելի՝ ուժային մեթոդների։ Արդյունքում հունվարի 15-ին Գյումրիում բողոքի զանգվածային ցույցերի ժամանակ տեղի ունեցած բախումների հետևանքով կան մարմնական վնասվածքներ ստացած և հոսպիտալացված բազմաթիվ ցուցարարներ և, ըստ պաշտոնական հաղորդագրության, ոստիկաններ։
Ստեղծված իրավիճակում, մինչև Հայաստանում լեգիտիմ իշխանության ձևավորման գլխավոր խնդրի լուծումը, Հայ ազգային կոնգրեսը առաջնային է համարում գործի քննության և դատավարության կատարյալ թափանցիկության ապահովումը, հանրութան հետ հարաբերություններում ուժային մեթոդների բացառումը, և այնպիսի լուծումների փնտրտուքը, որը կբավարարեր ինչպես հանրության արդարացի սպասումները, այնպես էլ՝ կբացառեր կատարված ոճրագործության բացասական անդրադարձը հայ–ռուսական պետական հարաբերությունների վրա։
